2. Mitigation - Does it measure up? Steps to Best Practice
20th November, 2003
The aim of this conference is to understand the current status of mitigation practice in the UK highlighting both deficiencies and good practice in order to set out action that needs to be taken to rectify current shortfalls and promote good practice. The objectives of the conference are:
- To consider the current status [legislative background etc] and effectiveness of mitigation measures in delivering their stated aims.
- Through a number of case examples to consider good practice
- To consider and define a number of clear steps need to be considered in improving the delivery of mitigation
Each speaker will be asked to identify 3 or 4 key points that need to be incorporated into routine practice; these will form the basis of the final discussion which will aim to distil these into a set of recommendations from the conference.

3. Flooding Conference 2004 - Let us have you ideas!
In 2004 we are planning a flood management conference. CIWEM has a long track record in flood defence and management issues. We are keen to find out your opinions of major themes in flooding which should be included in consideration for this conference.

We would like to invite submissions for the following prestigious CIWEM Awards, which will be presented at the CIWEM Annual Dinner in London in April 2004:
THE RSPB/CIWEM LIVING WETLANDS AWARD
The RSPB/CIWEM Living Wetlands Award was established in 2003 as a means of recognising and rewarding projects which demonstrate the multiple functions and sustainable use of wetland habitats. Funds for the Award are provided by CIWEM and the RSPB. The 2003 Award was won by the Swale and Ure Washlands Project.
Entries may relate to UK projects at the planning, design, in-work or completed stages, however special attention will be paid to projects that can demonstrate appreciable delivery of the priorities listed below.
Essential Criteria
To be eligible for the Award, projects must:
- contribute to the delivery of priority UK Biodiversity Action Plan species and habitat targets for freshwater wetlands
- deliver multiple benefits e.g. flood alleviation, wastewater treatment, recreation, eco-tourism, water resource security
- ensure no priority BAP species or habitats are harmed by the project
The closing date for entries is 31st December 2003. The winner will be announced at the CIWEM World Wetlands Day Conference 2004, which will be held in London on 3rd February 2004, and the Award will be presented at the CIWEM Annual Dinner in April 2004. The best submissions may be included in a subsequent publication.

THE CIWEM KEN ROBERTS AWARD FOR TECHNICAL INNOVATION IN THE WATER INDUSTRY
The Ken Roberts Award was established jointly by CIWEM and Wessex Water in 1997 in memory of Ken Roberts FCIWEM, a Past President of the Institution (1979-80) and former Chief Executive and Deputy Chairman of Wessex Water (1974-88), as a means of recognising technical innovation being made in the water industry.
The competition is open to all CIWEM members and their employers. A named CIWEM member must have played a leading part in the entry submitted. Entries from the UK and overseas are welcome.
Submissions may relate to projects, research or other relevant work, and will be judged on the following criteria:
- Relevance to the water industry
- Technical and environmental excellence
- Innovation
- Practical value
- Presentation
Entries should be in the form of a summary report, up to ten A4 pages in length, including figures, tables and photographs. A hard copy of the entry should be sent to Helen Wilson at CIWEM, along with an electronic copy in MS Word format sent as an e-mail attachment (if the file size is under 1MB) to Helen@ciwem.com or four individual copies sent on CD.
The Award consists of a framed certificate and a cheque for £1000, to be used to fund a proposal related to technical innovation in the water industry.
The closing date for entries is 28th February 2004.
THE CIWEM YOUNG MEMBERS' AWARD
Many of CIWEM's Branches and Groups hold Young Members' Competitions. Winners of these competitions are eligible for nomination by their Chairperson for the international CIWEM Young Members' Award 2004, which is kindly sponsored by Babtie Group. The 2003 Award was won by Gareth Briggs of CIWEM's Northern Ireland Branch.
The competition is open to members who are under 35 years of age at the time of submitting their entry to the Branch or Group. It is based on written papers and does not entail a presentation by authors.
The Award comprises a framed certificate, publication of the winner's paper in the CIWEM Journal and a place on the CIWEM Young Members' Study Tour. Babtie Group is offering an alternative of £600 if the winner cannot/does not want to attend the Study Tour.
Nominations are made through the Chairperson of the Branch or Group, who should send one hard copy of the winning paper, with a supporting letter, to Helen Wilson at CIWEM. An electronic copy in MS Word format should also be sent as an e-mail attachment (if the file size is under 1MB) to Helen@ciwem.com or four individual copies sent on CD. If this is not possible, four hard copies can be submitted instead.
The closing date for nominations is 31st January 2004.

The UK government wants to extend the fluoridation of our water. It was controversial the first time and now, over thirty years later, expert opinion is still divided. CIWEM Executive Director, Nick Reeves, is urging that ethics should play a more prominent role in the fluoridation debate.
The government is set to open an old wound as a result of legislation which is set to become law this November. If it gets through Parliament an amendment to the Water Bill will empower local health authorities - following local consultation - to request water companies to add fluoride to the water supply on health grounds. The ethics of such a move has hardly figured though, and deserves closer scrutiny. And, if you're one of those who thinks that fluoridation might be illegal, forget it because the legislation will indemnify the water companies from any legal challenge or civil action - but, can it?
One of CIWEM's technical panels is currently working on a Policy Position Statement on the issue of Fluoridation of Water. 6. CIWEM Branch & Group Events Calendar Updated
CIWEM has released details of its programme of Branch, Group and National Events for the period September 2003 to July 2004. Comprising more than180 separate technical meetings, conferences, seminars and other events, the new programme reflects the increasingly wide range of environment-related interests among CIWEM members. While key water-related issues retain their popularity, particularly flooding, water resources and supply, wastewater management, and the forthcoming Periodic Review, there is also a substantial number of meetings on waste recycling, land use, conservation, sustainability and other important environmental topics. Through its Branch, Group and National programmes, CIWEM offers the opportunity to participate in such meetings to both members and non-members across all areas of the UK and the Republic of Ireland. A range of technical meetings is also organised in Hong Kong.

SARA PARKIN JOINS CIWEM'S EDITORIAL ADVISORY BOARD
Sara Parkin, of Forum for the Future, has agreed to sit on the Editorial Advisory Board for CIWEM's Magazine - Water and Environment Manager. Sara joins an impressive list of advisors featured in last month's edition of E-News.
ARE YOU A PROFESSIONAL REVIEWER?
There are three Professional Reviewers Training Days arranged in London for the 1st October, 29th October and 19th November this year. CIWEM is also running Professional Reviewers Training Days in Ireland on the 8th October and 9th October.
The interview process changed on the 1st January this year and is now based solely on the Mandatory Competences, Project Report and Career Report. Technical and Intellectual Skill Areas (TISAs) are no longer considered. The purpose of the training days is to familiarise Professional Interviewers with the CIWEM requirements as well as being a refresher for the whole Professional Review System.

CIWEM is also seeking more Professional Review Interviewers. To become an Interviewer you must be an Associate, Member or Fellow and have been in membership for at least 3 to 5 years. MEMBERSHIP DIRECTOR TACKLES LOCAL ACCESS ISSUES
CIWEM Director of Membership, Rosemary Butler, was recently selected to become a member of the newly formed Hertfordshire Local Access Forum.
The Countryside and Rights of Way Act 2000 requires all local authorities to create Local Access Forums. These Forums are statutory advisors to appointing authorities on the improvement of public access to land within their area for open-air recreation and enjoyment of the area. The Forum is a statutory consultee on:
- any bylaws affecting access land;
- long term restriction and exclusion of access;
- rights of way improvement plans;
- proposals to appoint wardens on land where the new right of access applies.
The membership is balanced between users and land managers and the Regulations oblige the county council to appoint to the Forum people who appear to represent interests rather than organisations.
