1. CIWEM Launches More 2005 Awards
CIWEM has recently launched two of its leading Awards which seek to promote innovation in the water industry, and practical application of science and engineering for sustainable environmental improvement.
The 2005 Ken Roberts Award for Technical Innovation in the Water Industry offers a prize of £1,000 for submissions which may relate to projects, research or other relevant work and will be judged on the following criteria:
The World of Difference Award, supported by Black & Veatch, focuses on innovative design in water and wastewater projects. The winner of the World of Difference Award will receive a trophy, a framed certificate and a cheque for £1000. The winning project and one runner-up project will be promoted by CIWEM and featured in Water and Environment Magazine.
The Award is international, and submissions from younger people encouraged. The size of the project is immaterial: small projects that make a big difference are encouraged to apply. The judging panel will consider the originality of the concepts and take into account the age and experience of applicants.
To be eligible for the Award, projects must:
Entries for either award should be in the form of a summary report up to ten A4 pages in length, including figures, tables and photographs. A hard copy of the submission should be sent to Harriet Greene at CIWEM (15 John Street, London WC1N 2EB), along with an electronic copy in MS Word format sent as an e-mail attachment (if the file size is under 1MB) to hgreene@ciwem.org, or four individual copies sent on CD.
The closing date for entries for the 2005 Ken Roberts Award is 14 January 2005. The deadline for entries to the World of Difference Award is 30 January 2005.

3. Subscription Payment Now Possible on Members Section of CIWEM Website
Further to the launch last month of the Members Area of the CIWEM website, we are pleased to announce that members can now pay their subscriptions on-line. Registration is simple and free for all current CIWEM members at www.ciwem.org/members/. The ability to log CPD hours online will be available from 1st January 2005. We hope that these improvements will make managing your CIWEM membership quicker and easier.
September saw three of CIWEM’s technical panels meet, continuing to provide expert contribution to the Institution’s policy and technical output.
Wastewater Management Panel
The first to meet was the Wastewater Management Panel, who held an evening meeting after the close of the first day of CIWEM’s successful Second National Conference at Bretton Hall, wakefield. The Panel welcomed a new member, Tanya Kent to her first meeting and approved the membership of John Ward. The Panel considered a range of issues through the meeting, including preliminary feedback from the Second National Conference and options for next year’s event and the possibility of running a conference in 2005 on issues concerning the feminisation of fish and endocrine disrupting substances. The Panel also debated the Institution’s Policy Position Statement on Combined Sewer Overflows and made final recommendations for updates. Finally, the issue of levels of operator training and awareness were discussed, with a recommendation that there was a real need for certification schemes to ensure that training practices were of sufficient quality.
Water Supply and Quality Panel
The Water Supply and Quality Panel met at CIWEM in London and focused primarily on its ongoing programme of conferences and policy statements. The forthcoming conference on Risk Assessment for Drinking Water Supply, to be held in Edinburgh on 14th December, was discussed as was a future conference on Computer Simulation in Water Treatment and Supply which will be run by Swansea University. Other ideas for future events included emerging contaminants in water supplies as well as whirlpools, spas and legionella. Policy Position Statements currently being worked on by the Panel include those on Cryptosporidium and Disinfection.
Water Resources Panel
The Water Resources Panel are in the process of updating a large number of Policy Position Statements including those on Environmental Economics, Planning Water Resources in the UK, and Reservoirs: Global Issues, as well as producing new PPSs considering Water Resources Under Climate Change, Drought, and New Reservoirs. Panel members had also contributed towards CIWEM responses to a number of public consultations since their previous meeting.
Future conferences with which the Panel is involved include the forthcoming conference in November on Integrating Land-Use and Water in Practice - Linking Surface and Groundwaters: Developing Priorities and Long-term Vision. Discussions were also held regarding an event on PR04 – Regulation of the Water Industry, which would review the periodic preview process focusing on experiences from PR04 and look forward to future reviews in the context of supply / demand planning. This was scheduled for the Spring of 2005. CIWEM would also be supporting the Institution of Civil Engineers’ conference on National Water Resources: Challenges for the Next 10 Years, which was scheduled for April 2005. The Panel welcomed an after-lunch speaker from the Office of National Statistics on the gathering and use of census data.
5. Consultations
CIWEM responds to a wide range of consultation documents as part of its technical and policy output. The majority of technical comment for these responses originates from the Institution’s Technical Panels but if you are a CIWEM member you may register your views with us for incorporation into a response. It is important that the Institution reflects its members’ views as far as possible in these responses. A list of the consultations that are currently being considered, together with an internet address for the papers themselves, features in every edition of E-News.
If you have views on any of the issues raised in any of the consultation papers listed below we would very much like to hear from you. A deadline for when we need to receive your comments is always listed. Please do make sure you have your say. 6. Fees and Subscriptions 2005
Your invoice for membership of the Institution will be arriving with you shortly and for your information the fees and subscriptions for 2005 are now available on the membership page of the CIWEM website www.ciwem.org. These fees and subscriptions for the forthcoming year were approved by the CIWEM Annual General Meeting in June 2004.
To make it easier for you to pay, and to give you more choice in the way you pay, you can now do so online via the Institution’s website. It’s quick, easy and secure and full instructions on how to do this will be given on your subscription invoice.
If you would like to take advantage of the discount offered if you pay by Direct Debit then please contact the Institution to request a DD Mandate. Your completed Mandate will need to be returned to us by the 1st November to allow us to make the collection of your subscription on January 1st 2005.
If you have already retired from salaried and fee-earning employment you are eligible to be placed on the retired register of members at a reduced subscription rate. You will still qualify if you undertake some part time work provided your total earned income is no more than £12,000 per annum. If you would like to apply please contact us as soon as possible for a form so that we can adjust you record and subscription accordingly.
If you are an engineer you will see that there has been no increase in the ECUK subscription rate for next year.
For those members who are registered as Chartered Scientists the fee also remains at £15, and for Chartered Environmentalists the full annual fee of £25 will apply.
The regulation management fee will be applied to all those members who are registered with any of the three external bodies. However for those who hold more than one external registration only one fee will be applicable.

Meeting Room for Hire at CIWEM
The Institution's premises in John Street, situated between Bloomsbury and the City, has a room available for letting. Set out in Board Room style, it comfortably seats up to 15 people and is ideal for small meetings.
Hire charges are as follows:
Rate for 15 people: £25 per hour or £125 per day
Rate for 8 people: £20 per hour or £105 per day
Tea/coffee and biscuits are charged at £2.50 per head and sandwiches/cold buffet lunch requirements are charged at cost plus £1.00 per head.
All charges are subject to VAT.
Photocopier and fax facilities can be made avaliable, subject to a charge of 10p per photocopy page and 10p per fax page (UK only).

11. Specialists in Land Condition Training Day
As part of the development of the Specialists on Land Condition (SiLC) Registration scheme, members of the SiLC Professional and Technical Panel and Asessors Panel, are hosting a training day to provide information about the SiLC assessment process and the completion and use of the Land Condition Record on which the scheme is based. The training day is open to all those who are considering applying to become a SiLC.
The day will be hosted by a member of the SiLC Professional and Technical Panel (PTP) and by members of the SiLC Assessors Panel, it will be held on Thursday 2nd December 2004 at The Burlington Hotel, Birmingham. Registration will be at 9.30 am. Please book early to ensure a place, numbers are limited and will be allocated in order of application.

14. Key Issues in Managing Soils for the 21st Century Conference
IAgrE, and the SCI Environment & Agriculture Group, in association with the British Society for Soil Science, are holding a one-day conference on 3 November 2004, 10.00 until 16.15 at the Peterborough Suite, East of England Showground, Peterborough, PE2 6XE.

15. Threats or Opportunities – The Regulatory Challenges facing the Environmental Solutions Industry
