1. RSPB/CIWEM Living Wetlands Award Closing Soon!

The RSPB/CIWEM Living Wetlands Award was established in 2003 by the two organisations to reward projects which demonstrate the multiple functions and sustainableuse of wetland habitats. The 2007 Award is closing on the 24th November 2006.

The RSPB/CIWEM Living Wetlands Award has been given RSA accreditation after rigorous examination by the RSA - the Royal Society for the encouragement of Arts, Manufactures and Commerce. The RSA, in conjunction with DEFRA, administer the UK’s entries to the European Business Awards for the Environment (EBAE), making the Award one of only seven feeder schemes in the UK to the prestigious European Business Awards for the Environment. To be eligible for the Award, projects must:

The prize consists of the Mance Memorial Trophy, publicity, a framed certificate and a cheque for £1,500, to be used to fund the delivery of further UK Biodiversity Action Plan (BAP) targets, publicity of the project and/or related education.

2. CIWEM Consults Members on Proposals for Change

CIWEM is committed to continuous improvement to become a more inclusive, transparent and representative organisation, better placed to meet best practice requirements of the Charity Commission and become more flexible in meeting members' needs. This means proposals on a new approach to the way CIWEM governs itself and empowers members.

So, Council, the governing body of CIWEM, is consulting members, and other stakeholders, on proposed changes in Institution governance, and it wants members' views. The proposals follow a recent review of present governance and practices undertaken by a Governance Task Group, comprising senior Council Trustees and executive staff, and carried out with the advice of the Institution's legal advisers. The consultation pack, 'Making Change, Being Fitter For Purpose', includes documents which set out the principles for change, a draft revision of the Institution's Royal Charter and Bye-laws and other supporting information. All members, Branches, Groups and other stakeholders are being urged to comment by the closing date of noon on 31st January 2007. The consultation documents can be accessed and downloaded from the Institution's website, www.ciwem.org . Commenting on the consultation, Governace Task Group Chair and Past President, Jim Oatridge OBE, said, "The consultation excercise will not override the constitutional right of those members qualified to vote at an AGM or EGM to decide the future governance arrangements for CIWEM. There will be a formal Ballot of members on change proposals in due course. However, the views of those who do respond to the consultation will be a vital part of informing Council's thinking on the proposals as we seek to become an organisation fitterfor purpose, better placed to meet future challenges".

3. World Wetlands Day Conference 2007

31st January and 1st February 2007, London

Each year, CIWEM organises a conference with key wetlands organisations to mark World Wetlands Day. The World Wetlands Day Conference 2007 will be held in London on 31st January and 1st February. There will be a change in format for this year's conference. In view of the multiple benefits from wetland creation and management and the large number of partners in the conference, we are organising a full two-day conference where we invite speakers on themes which are likely to include Groundwater, Biodiversity, Good Practice Case Studies, Water Quality and Flood Management.

4. New MBT Policy Statement Published

CIWEM has recently published a Policy Position Statement (PPS) on Mechanical Biological Treatment of Waste (MBT). CIWEM considers that there are a number of potential benefits for waste management which may be offered by MBT. Forexample:

Consequently, CIWEM welcomes the ongoing development and improvement of such systems and considers that they can have a role to play in diverting waste from landfill to more sustainable functions. However, CIWEM considers that there remain a number of obstacles and uncertainties which are currently restricting the use of MBT, and mean that it is far from an ideal solution at present. These include uncertainty regarding the strength of markets for MBT end-products such as refuse derived fuel (RDF) and biologically stabilised products for application to land.

CIWEM also considers that there may not be any real environmental benefit in adding further energy consuming processes to a recovery/disposal route. Furthermore, there is some doubt about the suitability of some of the unusable residues for landfilling and hence whether MBT does in fact contribute to sustainable development. There is not necessarily a connection between sustainable development and meeting Landfill Directive diversion targets and government recycling targets, and CIWEM maintains it is important to consider the whole lifecycle of the waste.

CIWEM believes that the Government must address the issue of markets for refuse derived fuel (RDF) and minimise the existence of obstacles to such markets if it wishes such technologies to develop sufficiently quickly to make a real contribution towards meeting Landfill Directive targets. Making RDFs eligible for renewable obligation certificates would act as a possible spur to this market.

CIWEM would support the development of quality standards for low-grade land applications for all compost-like outputs, including those from MBT of municipal solid waste.

5. CIWEM Air Panel Seeks New Members

The CIWEM Air Panel has been in existence for around five years, during which time it has successfully guided CIWEM’s policy relating to air quality, climate and energy issues. The Panel, which has a diverse membership, is keen to recruit new volunteers to assist with its work. 8. CIWEM International News

China - Hong Kong WEM special
CIWEM is developing a series of country specific editions of WEM (CIWEM’s magazine), the first one to be produced in February 2007, which will focus on China and Hong Kong. The articles will cover a wide range of topics, including an overview of the water sector in China; a review of the impact of south-north water diversion project on the Han River; the role of farmer water user associations on water management in China; a review of the current and future solid waste plans for Shanghai; and the issues related to rural water supply and sanitation. For Hong Kong the features will look at The Hong Kong SAR Government's New Initiative on the Management of Municipal Solid Waste; Land Contamination Issues in Hong Kong; and Ecologically Sustainable Building Design.

The country specials are an exciting new initiative that we hope all our memberswill enjoy and support.

European Professionals can Register their Expertise
CIWEM has recently joined the European Federation of Associations of Environmental Professionals (Efaep - www.efaep.org ). At the recent meeting of the secretariats, discussion centered on the development of the Database of Environmental Professionals (DBEP). The aim of DBEP is to establish a common platform for environmental professionals that will allow individuals to put details of themselves and their experience onto the database. Individual member associations also put their information into the database. Only members of Efaep institutions can register on the database, which will ensure the quality of the people on the system.

The database will be fully searchable and professionals who register will be able to include their CV, project experience and information on papers they have published. The system will be marketed to EU, EEA, other European bodies, as well as to companies and organisations in each EU member country, so it will be a very valuable tool. Water and Environmental Exchange 2007
CIWEM is a partner of the ‘Water and Environmental Exchange’ (WEX). This event, set up to promote the exchange of information and expertise in the world of water, will be held for the first time from 7-9 March 2007 inSeville, Spain.

The major theme of WEX 2007 is “Building Stakeholder Collaboration”. The event will therefore bring together senior executives who collectively comprise the entire spectrum of stakeholders in the global water sector. To help build collaboration between the stakeholders, WEX 2007 will provide opportunities for one-on-one meetings between the delegates attending the conference during the main programme. Besides ‘collaboration’, the main programme will cover topics as ‘innovation’ and ‘new concepts for the global water sector’. 9. Journal Changes – Seeking OverseasReviewers

From January 2006 CIWEM’s Journal – Water and Environment Journal has been published on behalf of CIWEM by Blackwell Publishing; in line with these changes we are increasing our reviewer database. Reviewers peer-review technical papers to determine their suitability for publication and advise on any amendments or revisions necessary such that papers are credible and accurate; enhance knowledge and understanding of water and environmental issues; promote sustainable development and are a credit to the standing and reputationof CIWEM and the profession.

This is a great opportunity to be involved in the work of the Institution and be the first to read exciting new research. 12. Over 100 Registered Specialists in LandCondition

The Specialists in Land Condition (SiLC) scheme goes from strength to strength and there are now more than 100 registered SiLCs, of whom 27 are members ofCIWEM.

A SiLC is a senior individual who has been working in land condition for a minimum of eight years. A SiLC is a multi-disciplined person with an awareness of the roles of individuals across the range of suitable professional bodies that make up the SiLC Professional and Technical Panel (PTP) along with an awareness of other related professions e.g. legal professions. The professional bodies that make up the PTP are:

SiLC assessments take place in February and August each year. There are training days (preceding each assessment by about two months) for those who would like to learn more about the process of assessment and completion of the Land Condition Record (LCR). The SiLC Annual Forum, for registrants and other interested parties, occurs once a year, usually in the first quarter. Sustainable and successful waterway restoration is increasingly dependent on the anticipated regeneration and environmental benefits, so it is timely that an opportunity is taken to present this Waterside Regeneration seminar to bringthe subject up to date.

17. GlobalLeakage Technology Summit 2007

The pre-conference workshop, facilitated by Ewan Group, will concentrate on ‘asset management planning and leakage strategy development’, and will be followed by a site visit to view Thames Water’s innovative ‘Smart DMA’ project.

The conference sessions will include an international panel discussion to review the alternative management options being practised internationally. An industry and regulator panel discussion will discuss the thorny issue of economic leakage models and leakage targets set against a background of social and environmental effects and regional supply/demand issues. Dr David King – Director of Water Management, Environment Agency
Peter Jiggins - Head of Branch, Drinking Water Quality and Water Conservation, DEFRA

A ‘cutting edge’ technology session will appraise the latest developments for monitoring and detecting leaks, particularly in plastic pipes.

Speakers will include senior practitioners from UK and international utilities – UK utilities represented include: Anglian Water, Bristol Water, Northumbrian Water, Scottish Water, Severn Trent Water, South West Water, Thames Water, United Utilities and Veolia Water.

18. HazardExInternational 2007

The HazardEx International 2007 (21st -22nd February 07) event will be bigger than ever with an extended exhibition and a full two day conference programme supporting the global hazardous area marketplace.
