1. Water Framework Directive – Environmental Standards – Progress and Implications for Delivery

Many people are aware of the importance of the Water Framework Directive. For example the characterisation process highlighted the scale of the environmental challenges that need to be confronted. We are however moving into a new phase where a wider range of people and organisations will need to more aware and practically involved in the delivery of the Directive. Whilst the aims of the Directive are clearly stated, how these will be delivered pose major challenges to all concerned including Government, agencies and wide range of organisations that will be involved. How this will take place is still not clear, in some cases it will be business as usual but in others innovative and quite different solutions will be required. Priorities and delivery timescales will also need to be resolved.

Considerable technical work has been completed but it is important realise that much of this is being undertaken as parallel and interacting work streams across the UK. Starting with presenting the work on Environmental Standards, the aim of this conference is to brief a wide ranging audience on this work and how it interacts with other work streams including monitoring, policy development (the partial Regulatory Impact Assessment) and River Basin Planning, including developing the Programme of Measures (POM).

The work on environmental standards will have been available for technical review during the early part of 2006. Considerable efforts have been made to present standards that will operate across the UK and Republic of Ireland, and that will link with the Common Implementation strategy (EU scale). The UK Technical Advisory Group (www.wfduk.org) has undertaken their work to harmonise the underlying approach, developing them in tandem with the biological classification methods and to do this with strong and independent scientific basis. The conference will hear from speakers describing this work from a quality, quantity and hydro-morphology basis. The standards will not be finalised until the end of 2006 / early 2007 and so the conference will be a timely opportunity to fully understand the approach taken. The environmental standards will support UK classification systems under WFD.

2. CIWEM Technical Panels – Ever Thought of Joining?

Have you ever thought of applying to sit on one of CIWEM’s Technical Panels? CIWEM has seven Technical Panels whose function is to provide expert, professional views for the Institution on developments in their respective subject areas. They are the technical cornerstone to CIWEM outputs such as conferences, consultation responses, policy statements and requests for advice from members and other contacts. The panels reflect the Institution's Royal Charter remit and enable the Policy and Technical Department to deliver technical information to a consistently high standard. 3. CIWEM Website Poll – Should there be a Water Grid?

We are interested to know your views on a range of issues relating to the environment. So we’ve set up a poll on the front page of the CIWEM website (left-hand side, scroll down a little). This will be changed on a monthly basis. With the current concern regarding pressure on water resources in the South-East of England, we would like to know your views on whether, technology allowing, there should be a national grid for water supplies? 4. Do you Want to Reduce your Impact on the Environment? View Water and Environment Journal Online!

5. CIWEM International News

UK Trade & Investment Event
UK Trade &Investment is planning on holding an event to mark more than 120 years of support to the Polish water sector, it started with "William Lindley (September 7, 1808 - May 22, 1900), was a famous British engineer who together with his sons designed water and sewerage systems for over 30 cities across Europe, in Poland where he designed and built the Warsaw water and sewerage treatment system between 1876 – 1878. As part of the event there will be an opportunity to demonstrate the continued commitment of the UK including the dynamic role being played by Professional Institutions such as CIWEM in supporting the training and development of professionals in the Polish water and environmental fields. CIWEM Joins PI-UK China
PI-UK China is an organization of 13 professional institutions from the UK, focused around built environment and engineering. The grouping will be establishing a base in China aimed at supporting the development of local Chinese professionals and CIWEM has been invited to join the organization given the focus of water and environmental issues within engineering. PI-UK China will look to develop other bases throughout the country and employ local people to help support the development of professionals and the institutions within China. Being a member of the group will enhance and compliment CIWEM’s ongoing activities in a country whose pace of economic growth is presenting everybody with major environmental challenges. www.piuk-china.com

6. CIWEM Executive Director Attends Conservative Party Water Summit

CIWEM Executive Director, Nick Reeves, attended a recent ‘water summit’ meeting of the Conservative Party Policy Group that is dealing with Quality of Life issues. The meeting, Chaired by the former cross-party House of Commons Environmental Audit Committee Chairman, Peter Ainsworth MP, with the Rt Hon John Gummer MP in attendance, addressed wide ranging matters relating to water supply, sustainable communities and housing development in the south east of England. Also attending the meeting were representatives of the water supply industry, consumer groups, the business sector, NGOs, the horticulture industry, MPs and environmental policy professionals.

Commenting on the meeting Nick Reeves said, “This was a timely opportunity to share knowledge and experience of some of the pressing issues relating to water scarcity and associated social and environmental impacts, and to help politicians gain a better understanding of the work of those professionals who are delivering solutions and managing public expectations”.

The meeting follows an invitation to the Society for the Environment (SocEnv) from the Quality of Life Group to make a formal written submission on the key role of environmental professionals in delivering environmental policies, plans and innovation for a better quality of life for all. The submission – which will also be sent to all of the other main political parties - was prepared by the SocEnv External Affairs Committee, Chaired by Nick Reeves, and can be accessed via the Society’s website: www.socenv.org.uk

9. Stockholm Junior Water Prize Deadline

Those schools wishing to enter the UK competition for the Stockholm Junior Water Prize should have indicated their intention to do so by the end of April 2006. The final deadline for submission of projects is 1 June 2006. CIWEM Environment Group Environmental Liability Directive – What will it Mean for the UK?
Conference and AGM – Tuesday 16th May 2006, London

This Directive aims to ensure that operators, i.e. potential polluters, provide the necessary measures to prevent environmental damage by making them financially liable for any damage prevention and remediation costs. Operators will need to adopt measures and develop practices that minimise the risks of environmental damage so that their exposure to financial liabilities is reduced.

The Environmental Liability Directive was adopted on 21st April 2004. Member States will have until 30th April 2007 to transpose the directive into national law. The Directive is one of the most controversial, and potentially far-reaching pieces of environmental legislation negotiated by the EU to date by taking the ‘polluter pays’ principle one step further. It covers environmental damage to:

CIWEM Workshops
Preparing for the CIWEM Professional Review, One-day Workshop

Most applicants applying for Corporate or Associate grades of membership will be required to complete a Professional Review. This workshop is designed to help you to understand each element of the Professional Review process including report preparation and the panel interview. Places are available for Tuesday 27th June 2006.

How to be a CIWEM Mentor, One-day Workshop
CIWEM Structured Training is an essential element in the process of gaining membership. This workshop examines the skills required to be a work place Mentor and shows how to apply them in a CIWEM Structured Training Scheme. Places are available for Tuesday 14th November 2006.

CIWEM WaterAid Project Links
We are pleased to announce that the total raised for CIWEM's Project Link in Ghana for 2005-06 was £7345.23, against a target of £5,000. Nikki Skipper at WaterAid said, 'this is a real achievement and will help bring real benefits to the communities CIWEM is supporting in Ghana.'

We would like to thank everyone who so generously contributed, in particular Hong Kong Branch who raised £1627.95 at their Annual Dinner, the Northern Ireland Branch who raised nearly £2,000 from their Annual Dinner and Golf Day and the West Midlands Branch who are always very generous contributors throughout the year.

Next year's Project Link is with Zambia and we hope that CIWEM members will continue to be just as generous as in previous years. Already, generous contributors at CIWEM’s Annual Dinner raised over £2150.

CIWEM is always on the look out for Reviewers to assist with CIWEM’s Professional Interviews and even more so now candidates are applying for Chartered Environmentalist, as they need to have to have at least two members of the Review Panel who hold this qualification. To become a Reviewer you must be an Affiliate, Associate, Member or Fellow with the Institution and have held that grade for 4 to 5 years.

14. The Immune Expert – The Academy of Experts Conference

30th June 2006, London

The case of Sir Roy Meadow sent shock waves through the community. Different aspects caused horror and concern in different camps. Coming after other cases where the expert evidence gave ‘concern’ the after shocks of Meadow are still reverberating.

Does an expert have blanket immunity from anything and everything? Should there be immunity – and if so from what? Is the trial judge to become the ‘official judge & jury’? Are there standards with which the expert has to comply and will they actually be enforced? The questions are almost endless whilst the answers are sparse.
