CIWEM E-NEWS – March 2008

Thank you for joining CIWEM ’s international E-News network. E-News goes to over 14,000 subscribers, including government representatives, Environment Agency employees, consultants, academics and students. We now have over 140 subscribers from Hong Kong, whilst other subscribers work in the UAE, Cuba, Australia, Spain, Kenya, South Africa, Belgium, Canada, New Zealand, Germany, France, Iran, Fiji, Korea, Malaysia, India, Uganda, Taiwan and Turkey, to name just a few.

2. Critical Infrastructure Must Not Be Ignored – Conference Sold Out!

The floods of summer 2007 highlighted the potential threat to the UK ’s critical infrastructure from extreme weather events, with estimated costs of up to £6 billion . Combined with other flooding events such as storm surges, the threats to our infrastructure cannot be ignored. CIWEM’s conference ‘ Critical Infrastructure and Flooding’ on March 26th 2008 will be looking to provide some answers.

The Pitt Review scoped how critical infrastructure was affected by the events of summer 2007 and drew upon the wide body of evidence from previous extreme rainfall events. CIWEM’s conference will question if the responses to the Pitt Review require clearer legislative direction and examine whether the Climate Change Bill provides an opportunity to introduce any urgent measures.  

CIWEM’s conference will look at practicalities such as risk assessments, possible root causes including drainage, investment, the role of adaptive management and guidance. David Rooke, Head of Flood Risk Management at the Environment Agency, will chair sessions which will define ‘criticality’, report on how the information on critical infrastructure is organised and communicated, consider how critical infrastructure managers are warned of the threat of major events and explore civil contingencies and strategic framework. Delegates will be given perspectives from local authorities, utility companies, consultancies, the National Grid, the Highways Agency, Water UK and the Environment Agency.

3. Drinking Water Quality – Lessons And Planning For Investment

A wide range of issues continue to challenge the way drinking water quality is managed. Key stakeholders will be meeting in London in March to address issues with high media profiles, such as how Cryptosporidium, emerging contaminants, the impact of major incidents such as extreme floods, pipe management and renovation, and catchment management can affect the quality of our drinking water.  

CIWEM’s conference will introduce the current guidance on drinking water quality issues, present lessons from the recent past and examine how new policy commitments, including Drinking Water Safety Plans, affect the water supply system. Expert speakers include representatives from MWH, CCWater, United Utilities, the UK Cryptosporidium Reference Unit and the Environment Agency.

CIWEM Director of Policy, Justin Taberham, says:  

“We are at a critical stage in the planning process for investment in the drinking water quality. This event will be an excellent opportunity for the big issues to be addressed and debated.”

4. Future Water - Defra’s Strategy

CIWEM welcomed Defra’s Water Strategy, Future Water. For many years, CIWEM has been demanding that water be treated not just as an economic good but as a valuable resource with our Value for Water Campaign. The Institution welcomes Hilary Benn’s warning that we need to better understand the value of water and be more efficient in its use.  

CIWEM is pleased with the strategy’s focus on surface water management plans and welcomes the proposal to extend water metering in water stressed areas, as CIWEM has called repeatedly for more widespread metering. CIWEM also endorses the strategy’s plans for surface water drainage and would support a strategic role for the Environment Agency on all aspects of inland flooding.

CIWEM now urges the Government to ensure that these difficult issues are seen through as promised. Issues such as the adoption of SUDS have been discussed for far too long and it is time the situation was resolved once and for all.

5. As Common As Cash Points?

CIWEM supports the move by the government-funded Consumer Council for Water and Thames Water to encourage the hospitality industry to serve free tap water to customers. The Institution recognises that consumers should have the choice to purchase bottled water but CIWEM also believes that bottling water is not a sustainable use of natural resources.
 

Tap water is subjected to stringent quality controls and is 500 times lower than that of bottled waters. By offering free tap water, restaurants, cafes and bars are allowing consumers to choose between expensive mineral water and free tap water outside of their home.

In order for them to make informed choices, CIWEM believes that the environmental and potential health impacts of bottled water should be made clear to consumers through better labelling. CIWEM would also like to see an extension of access to free tap water in all public places.  

CIWEM Executive Director, Nick Reeves, says:

“Any place where people gather to consume food and drink should ditch the bottled stuff and switch to tap water. It’s cheaper, treated to a very high standard and is good for the environment. This should include the provision of tap water in public places, parks and spaces that were commonplace years ago. With the investment of technology and good public awareness campaigns, public water dispensers should be as common as cash points.”

6. Women’s Rights Are Key To Addressing Climate Change

CIWEM believes that it is essential to protect and promote women’s rights, especially when addressing the issue of climate change. CIWEM wants International Women’s Day on 8th March to recognise this vital connection in its work to raise awareness about the social, economic and political issues impacting women today.   

CIWEM calls for women’s rights to be defended, particularly within the context of addressing climate change. This means providing them with proper access to healthcare, nutrition and education, including access to family planning clinics and contraceptives. This is particularly important in relation to the unsustainable impact of current population growth.

  Paul Horton, Director of International Development, says:

“The Kyoto Protocol and the UN Framework Convention on Climate Change neglect to mention the issue of gender. Yet developing an understanding of the ways that men and women are affected by and respond to climate change is becoming increasingly important. Women’s rights must be defended in order to protect the women themselves and enable communities to adapt to threats associated with climate change.”

7. Photography Can Help Us Face Climate Change

The Environmental Photographer of the Year 2008 will share images of environmental and social issues with international audiences, enhancing our understanding of the causes, consequences and solutions to climate change. And profits from limited edition prints will help meet the seventh Millennium Development Goal, which aims to halve the number of people without access to clean water and basic sanitation by 2015.  

EPOTY encourages images of places and people that are benefitting from a changing climate, or vulnerable ecosystems and communities which are struggling with the effects. Images may examine the relationship between economic development, environmental degradation and social inequity, celebrate innovations helping us achieve environmental improvements, examine lifestyles, cultural traditions, spiritual activities and racial prejudices or celebrate the incredible variety and beauty that exists within our natural environment. They will serve to remind us what we need to protect.

EPOTY will create a legacy of informed individuals working to protect our environment. During a roving UK wide exhibition and online gallery, supporting information will help audiences acquire the knowledge they need to change their behaviour for the good of the environment.   

The sale of limited edition prints of winning and highly commended entries will help fund WaterAid’s projects, providing communities with access to clean water and sanitation. C ountries are already struggling to meet basic sanitation needs and climate change will make this worse.

8. Members’ Survey

Thank you to all our members who filled out the survey. We had over 1,300 replies, four times the amount we received in 2007. Comments ranged from recognising CIWEM as influencing UK and EU policy and wanting to see more events for younger members, to praising the extension of our international activities, and wanting more involvement in land contamination. CIWEM’s monthly magazine WEM received high levels of praise for its standard of editorial, wide ranging content and excellent design.  

We will continue to analyse the results and address the issues our members have raised. Thank you again for taking the time to tell us what you think.

12. Stockholm Junior Water Prize (UK) Competition

The Stockholm Junior Water Prize (SJWP) is an international contest set during Stockholm ’s World Water Week which occurs every August. Dozens of countries compete each year for the prestigious award, which aims to foster young people’s interest in identifying and solving water-related environmental problems. CIWEM, acting as the national organiser, is currently planning a 2009 national competition in the United Kingdom .

The United Kingdom ’s national contest will select a national finalist who will be awarded an expenses paid trip to Stockholm for the international contest. The award will be given for an outstanding project dealing with a water-related issue projects focusing on local, regional, national or global topics of environmental, scientific, social or technological importance. Pre-university student ages 15 to 20 or a small group of up to three students are eligible to submit a project.

CIWEM is proud to be the national organiser of this competition because it helps young people realize that they can have an active role in solving water and environmental problems for today and the future. 13. Journal of Flood Risk Management – Editorial Now Online

Editorial for CIWEM’s new Journal of Flood Risk Management is now online. To read David Balmforth’s editorial please visit www.floodriskmanagement.org and click on the ‘latest issue’ tab. The first issue is scheduled for May 2008 and the journal will be free to access for a trial period. Papers are published online prior to the official issues as ‘OnlineAccepted’ articles. 14. CIWEM One-Day Workshops 2008

Preparing for the CIWEM Professional Review – Tuesday 24th June, Tuesday 21st October.
Applicants for Corporate or Associate grades of membership will be required to complete a Professional Review. This workshop is designed to help you to understand each element of the Professional Review process including report preparation and the panel interview.

How to be a CIWEM Mentor – Tuesday 22nd April, Tuesday 11th November .
This workshop examines skills required to be a work place Mentor and shows how to apply them in a CIWEM Structured Training Scheme. 
 

Professional Ethics Workshop – Wednesday 4th June
Anyone preparing for the Professional Review will need to ensure that they have attained the CIWEM Structured Training Mandatory Competences. Competence C1 is the requirement to address and apply Professional Ethics in your work. This workshop aims to provide a thorough understanding of the subject.

15. Newly Registered Engineers

For a number of years lists of newly registered engineers have been published on the first Thursday in March, June, September and December in The Times, The Daily Telegraph and, for new registrants resident in Scotland , The Scotsman.

Due to a price restructure by The Times which has made publication therein cost prohibitive, lists will only appear in The Daily Telegraph and The Scotsman. The latest publication was on Thursday 6 March 2008 and includes those registered between 28 November 2007 and 26 February 2008.

17. Environment Agency Development Frameworks Gain CIWEM Endorsement

The Environment Agency is regulating the skill and expertise of its workforce by developing a suite of Technical Development Frameworks (TDF). In order to meet the environmental challenges ahead it is important that we have a skilled workforce.   

To support our workforce and ensure they meet appropriate levels of skill and expertise, we have developed a new Technical Development Framework (TDF). Aimed at both teams and individuals, the TDF helps to identify and develop the precise knowledge and skills needed for a highly capable workforce. In recognition of the need to link with professional institutions we approached CIWEM to see if they would endorse our TDF’s for Environment Management and Groundwater/Contaminated Land teams. We are pleased to announce that this has been successful.

The Environment Agency is also able to award officers who meet a prescribed level of capability with the title “Practising Environmental Regulator”, again endorsed by CIWEM. 18. CIWEM Appointment to the Registration Authority

CIWEM Director of Membership and Professional Development, Rosemary Butler, has been appointed to the Registration Authority (RA) of The Science Council. The RA is responsible to the Board of the Science Council for setting and monitoring standards for the Chartered Scientist (CSci) qualification, considering applications from professional bodies for Licenses to award CSci and carries out audits of Licensed Bodies.

19. Engineering and Technology Board

The Engineering and Technology Board (ETB) has transferred responsibility for marketing and promoting the Register for Chartered Engineer, Incorporated Engineer and Engineering Technician to the ECUK. ECUK have been given funds of £115,000 to devise and launch a major marketing initiative and campaign that will involve the Licensed Bodies of ECUK for a coordinated approach.

World Water Monitoring Day

46,117 participants monitored sites worldwide for World Water Monitoring Day 2007, which represents a 61 percent increase over 2006. Data was reported from 43 countries—four more than the 39 logged in 2006. Sites in the United States accounted for approximately 63 percent of the 3,544 monitored worldwide. After the United States , Taiwan (444) and Spain (343) led global WWMD efforts in the number of sites monitored. A total of 10,636 WWMD test kits were distributed—2,500 more than in 2006. UNFCCC Update on the Nairobi Programme

The aim of the Nairobi work programme is to assist all parties, in particular developing countries, to improve their understanding and assessments of impacts, vulnerability and adaptation, and to make informed decisions on practical adaptation actions. As of October 2007, 90 organisations worldwide have offered to participate in the work programme. CIWEM is ready to join these organisations via technical networks. There are roles for CIWEM members to become involved in the technical work by attending meetings or in a corresponding role.

In order to take this forward, the institution is bringing together members under a Climate Change Network. I f you want to be part of this network, please e-mail paul@ciwem.org. Support for CIWEM International Members

CIWEM’s Technical Panels and the Rivers and Coastal Group are populated by members of the Institution with extensive expertise in a range of different backgrounds. Their purpose is to provide a pool of technical expertise to guide and support the policy and technical outputs of the Institution. Core activities include the development of Policy Position Statements, consultation responses and conferences. They are also a valued pool of expertise on which CIWEM’s secretariat can draw when addressing queries from members, media and the public. Many Panel and Group members have extensive experience of working overseas and have offered to provide advice to overseas members with respect to their areas of experience

World Water Forum

CIWEM, through the European Water Association (EWA), has become involved in preparing the European water industry input into the 5th World Water Forum being held next year in Istanbul , Turkey . Each region if the world is being asked to input into the event and more details can be found at http://www.worldwaterforum5.org/. The regional processes will seek inspiration within the Forum's thematic framework, which specifies the overall aim, issues, themes and topics for the Forum, in other words sets out all the key areas to be discussed. Seminar Mission to India

Commonwealth Sponsorships

The Commonwealth Sponsorship Commission will once again be providing funds for UK organisations to host visits from mid career professionals from the developing Commonwealth whose is critical to the development of their home country. Funding will be provided for programmes of typically three months duration in education, engineering, environment, governance, public health and technology. Applications are invited from public, private or voluntary sector organisations in the UK seeking to host such visits. The closing date for applications is 30th April 2008.

22. 2008 Prizes for Excellence in Sustainable Urban Water Management

The International Water Association Specialist Group on Sustainability in the Water Sector is pleased to invite nominations for the 2008 Prizes for Excellence in Sustainable Urban Water Management. These awards, sponsored by CH2MHILL, recognise and celebrate distinctive contributions in the field of sustainable urban water resources management.  

Two categories of award are open for nomination;

Research excellence in support of sustainable urban water management

Innovation in the practical realisation of sustainable urban water

The deadline for nominations is 1st June 2008. Winning entries will be showcased and prizes awarded during the IWA World Water Congress which will be held in Vienna , 7-12 September 2008. Atoka's Changemakers program is partnering with the Global Water Challenge to help them discover organizations and individuals that are working on innovative water and sanitation projects to provide access to safe drinking water and sanitation.   

Changemakers has worked to create a nurtured space for social innovators to share and discuss their ideas and projects with a community of your peers, thought leaders, and investors.  You can profile the work of you or your organization by submitting an entry or you can start your dialog with your peers by registering and commenting on the myriad of entries. Work may be past projects or entries that still have potential for current water and sanitation project initiatives.

Are you keeping your CPD record up to date?

All Members, Fellows and Associates of CIWEM are obliged to keep a record of their Continuing Professional Development, the current requirement for CPD is 30 hours a year. WATER is an exhibition which explores the theme of water in all its assorted manifestations. The photographers observe the effect of its absence on the desert landscape and closer to home, examine the destruction left in the wake of recent flooding. Alongside these images sit photographs of tranquil vapour trails captured in the early morning, ominous bridges shot in the dead of night and a mysterious ethereal fog, among others. This exhibition focuses on our never ending engagement with water in all its forms, how it shapes our landscape, its role in our recreation and our total dependence on it for survival.

World Green Roof Congress – Call for papers announced
London , UK

CIRIA in partnership with Livingroofs.org will organise the World Green Roof Congress 2008.
This will be first event of its kind to showcase green roofs in the UK .

The Congress will be two day conference with inspiring presentations, an exhibition, a conference reception with a potential for a green roof safari around London as well as workshops to support the sharing of experience, knowledge and facilitating the delivery of green roofs in the build environment.
