1. Little Ouse Headwaters Project wins Living Wetlands Award

After receiving a record number of high standard entries, the winner of this year’s RSPB/CIWEM Living Wetlands Award is The Little Ouse Headwaters Project (LOHP). Announced at the CIWEM World Wetlands Day conference in London, judges praised the scheme for its positive voluntary and community effort to deliver long term sustainable benefits, increase BAP (Biodiversity Action Plan) species and encourage involvement through education and open public access.

The Little Ouse corridor once held the most extensive area of valley fenland in England, but in the past two centuries, there have been radical changes to the course of the river, with the channel being deepened and much of the valley converted into arable farmland. The Little Ouse Headwaters Charity has worked for years to reverse the damage to wildlife, bringing back birds, frogs, plants and other wildlife to wetlands on the Norfolk and Suffolk border.

Activities such as removal of agricultural waste, changes in land use, pollarding, scrub clearance and grazing regimes have been conducted and are already proving of benefit to the huge range of species that they support. It is hoped that as a result of the projects work, the wetlands created can play a key role in flood risk management, groundwater recharge, and improvements to water quality.

The LOHP will be presented with the Mance Memorial Trophy, in memory of the late Director of Water Management for the Environment Agency Geoff Mance, and £1,500 to be used to fund the delivery of further UK Biodiversity Action Plan (BAP) targets. The formal presentation will take place at the CIWEM Annual Dinner at Drapers Hall 5th April.

This year an additional category was added the Small Living Wetland Award, with the winner receiving a cheque for £500, as sponsored by the CIWEM East Midlands Branch.

The winner of this category is Scrayingham Ecological Wastewater Treatment System, submitted by Yorkshire water. This system illustrates a prime example of innovation in the water industry. The judges were particularly impressed with the example this project sets, its wider impact on improvements downstream and its low energy consumption.

2. CIWEM Annual Conference – First Announcement and Call for Papers

CIWEM’s 4th Annual Conference – Emerging Environmental Issues and Future Challenges – will be held on 12th – 14th September 2006 at St James’ Park, Newcastle-upon-Tyne.

Whilst maintaining those activities which have proved attractive over the previous three years, a number of additions are being made to the format in order to widen the participation of the membership. This year’s event will feature a number of technical sessions organised around submitted papers and arranged into key themes identified by the CIWEM Technical Panels. Each day will see four such sessions running concurrently. The technical events are intended to reflect the strengths of the Institution as well as highlighting future policy directions and we are inviting abstracts to enable us to select papers for each of the key areas, namely:

However, we encourage submission of abstracts across the full breadth of activities undertaken by the membership and these will be organised into appropriate themes based on responses to the Call.

Further features of the conference to note are a 1-day session devoted to the interests of young members, a range of small workshop sessions on subjects such as Preparing an Odour Management Plan; Energy Saving Initiatives in Wastewater Treatment, or Reducing the Burden of Regulation. Proposals for other workshops will be welcomed. An innovation this year will be an hourly plenary session on each day where high profile, invited speakers will debate key issues identified by the Conference organising committee. CIWEM’s Annual General meeting will also be held during the event.

3. Picturing the Environment – Last entries this month!

CIWEM is inviting entries for the third international WEM Environmental Photographer of the Year competition. The judges, including Baroness Barbara Young of the Environment Agency, will decide the winner of the first prize: £250-worth of vouchers to be spent on photographic equipment.

In addition, this year CIWEM is particularly encouraging entries that reflect the following themes:

Nick Reeves, CIWEM Executive Director, said:

“CIWEM is helping to highlight the small window of opportunity we have to make a difference on climate change. We hope that people of all ages will take this opportunity to look creatively at how we can get the environmental message across simply and effectively using pictures.”

Last year’s competition was won by Richard Hall, an amateur photographer from Yorkshire, for his picture of coastal sand dunes near Walberswick, Suffolk. Richard was also the winner of the People in the Environment category of the competition, and Simon Coutts won the Engineering in the Environment category for his picture of an old windmill and modern wind turbines.

The winning image will be available as a limited edition framed print, will feature in Water and Environment Magazine, CIWEM’s international publication, and will be promoted by CIWEM to the national media.

In line with our recent changes the Water and Environment Journal can now be viewed online by following the instructions below:

10. New Think Tank set to Turn the Tide

On 20 January a panel comprising some of the most important and influential water and environmental experts in the UK met in London to discuss the single biggest threat to UK water resources - diffuse pollution.

The Forum for Water is a new think tank instigated by ADAS. The brainchild of Dr Stephen Bolt, their Head of Integrated Water and Environmental Management, the inaugural meeting was opened by ADAS CEO Steve Collier and Pamela Taylor, CEO Water UK.

Chairing the inaugural meeting, Dr Stephen Bolt said, “Water is the fundamental basis of all life, occupying almost three quarters of the Earth’s surface and central to almost every process occurring in both plants and animals.

“Although highly powerful, this hydrological system is, at the same time in an extremely delicate balance. Even small changes to composition and flow pattern can have significant knock-on effects further “down stream”. As our climate continues to change, it is increasingly likely that this sensitive balance will be upset, putting the future health and wellbeing of life on our planet in jeopardy. It is therefore critical that we act immediately to conserve and manage our most valuable resource.”

The Forum will meet on a regular basis to debate the protection of our water environment and resources, creating positive and constructive recommendations for sustainable water management with which to inform Government policy, and inspire the water sector.

11. Nominations for ETB Registrant Panel Elections 2006

Nominations have been received for the Engineering and Technology Board (ETB) Registrant Panel Election 2006.

The 2006 election is for three independent places. The three current members, Peter Frost, Alison Hodge and Blane Judd, who are due to stand down at the end of their three year term, are standing for re-nomination. Additional nominations have also been received from Syham Bentouati, Syd Croft, Ken Patterson, Suzanne Venables-Wood and Paul Wood.

Details of each candidate’s nominations statement can be read online at www.etechb.co.uk/election2006. The election opens on the 1st March and closes on the 31st March.

The ETB will be using the expertise of Electoral Reform Services for the poll, as this will add assurance for engineering registrants on the full independence of the count and that the election procedure is rigorous and professional.

12. Constructed Wetlands Project Opportunity in Armenia

The Defra Partners for Environment Co-operation in Europe (PECE) initiative (of which CIWEM is a member), brings together UK-based organisations from the public sector, business and civil society who have a shared goal to help protect the environment and promote sustainable development in the countries of Eastern Europe, the Caucasus and Central Asia. They support projects and provide funds, as long as the project has a local partner. Information about this and other projects may be found on the PECE website at www.pece.co.uk

The Regional Environmental Center Caucasus - Armenian Branch Office is looking for partner organisations specialised in constructed wetland systems (reed beds) to provide assistance in study and piloting activities at the point sources of pollution in rural Armenia.

Urgent Call for Reviewers, Especially Those who are Chartered Environmentalists
CIWEM is always on the look out for Reviewers to assist with CIWEM’s Professional Interviews and even more so now candidates are applying for Chartered Environmentalist, as they need to have to have at least two members of the Review Panel who hold this qualification. To become a Reviewer you must be an Affiliate, Associate, Member or Fellow with the Institution and have held that grade for 4 to 5 years.

Ethical Investments
CIWEM is currently reviewing the social, environmental and ethical criteria it uses in connection with its investments. The Institution aims to ensure that any investment it makes supports its mission, values, and charity objectives. However, the financial return from investments is also vital to CIWEM’s continued operation. As part of the process of ensuring an appropriate investment policy, CIWEM will be seeking feedback from its members. East Midlands Branch
On 6th Feburary 2006, the East Midlands Branch committee heard a presentation from Chris Swinburn. The Branch had sponsored Chris to work in Uganda, on a project to improve water and sanitation for people living in the Kabale district. Chris is studying Engineering Design & Appropriate Technology at Warwick University and was working for Tearfund, a Christian relief organisation on an initiative called “Transform”. He gave an excellent presentation and was congratulated on his commitment. Branch members will be pleased that their sponsorship helped so many people in a developing country.

Rivers and Coastal Group Young Members Study Weekend 2006
21-23rd April 2006, Telford

Sustainable Flood Defence and Assset Management
The CIWEM Rivers and Coastal Group Young Members Study Weekend 2006 (for those members aged under 35) is being held in leafy Shropshire over the weekend of 21-23 April. The theme of the weekend is “Sustainable flood defence and asset management”. Presentations will be given by a broad range of speakers including Dr Mervyn Bramley OBE, and representatives of the Environment Agency, Local Authorities, Water Industry, English heritage and the National Flood Forum. There will be site visits to see sustainable flood defence and asset management in practice, as well as a social event on Saturday evening. Professional Chartered Engineers – United Arab Emirates (PCEUAE)
Eur Ing David Stones, a member of CIWEM, has recently been appointed to the PCEUAE Committee as the Programme Sectary.

The Group welcome all UAE based Chartered Engineers, Incorporated Engineers and Engineering Technicians registered with the EC(UK), plus all members of the 35 licensed engineering Institutions of whom CIWEM is one.

On the first Tuesday of each month the meetings are held in Abu Dhabi, on the second Tuesday in Dubai and on the third Tuesday site/project visits are arranged. Topics for the meetings are chosen, as far as possible, to be of interest to all disciplines.

14. UK Trade & Investment Mission to Brazil

UK Trade & Investment are seeking expressions of interest from UK companies who are keen to participate in a forthcoming seminar mission to Brazil, organised by the Environmental Industries Sector Unit (EISU).

All eligible delegates will receive funding for the cost of travel/accommodation. As a key member of a select group of UK companies you will enjoy access to a high-level audience and a wide range of potential trading partners.

The mission to Brazil will take place on 1-7 April 2006 and will be focused on presenting UK capability in Land Remediation and Wastewater Treatment Technologies. 15. SCI Workshop – Boosting R&D Productivity by Structured Networking

21 March 2006 – 2, Canning House, Belgrave Square, London, UK

We do some fantastic science in the UK, but our track record of converting it into profitable business is not so good. The Workshop is all about boosting R&D productivity by developing and using Structured Networks.

Participants will learn how to catalyse the partnerships needed for success: activating collaborations; managing Supply Chain/Business Management interfaces; and delivering technology transfer within and between companies, academia and the public sector. The innovative structure of the Workshop will enable participants to tap into everyone's collective expertise and to share best practice. They will develop and take away an action plan directly relevant to their needs.

The programme will include presentations, group discussion and individual work, aided by the use of mini-laptops (provided) to enter written contributions which can then be viewed and commented/built on by others.

16. Environmental Hazards and Risk Communication Conference

20-21 April – Royal Society, 6-9 Carlton House Terrace, London SW1Y 5AG

The nature and intensity of all types of environmental hazards are increasing globally, presenting a daunting challenge, not only for those involved in the modelling of hazard, but for those stakeholders involved in the estimation, mapping, management and mitigation of the associated societal risks. Despite huge advances in these fields, and a wide range of new tools to characterise the uncertainties embedded in hazard formulations by scientists, risk and uncertainty analysis is still very narrowly defined and understood within the scientific
community. To communicate effectively at a societal level, however, the form of the risk communication message must necessarily be simultaneously context-specific, sensitive to those scientific models of the hazard, and sensitive to the needs of the recipient audience.

In a risk-averse society, which is increasingly cluttered with risk messages and with expectations of the message, recipients all demand new and evolving approaches to the communication process. The conference will ask how the experiences of both scientists and risk communication practitioners inform their views on future progress in improving risk communication practice by addressing a range of important questions.

17. Saltmarsh Creation Handbook

The saltmarsh creation handbook: a project manager’s guide to the creation of saltmarsh and intertidal mudflat is a practical guide from RSPB and CIWEM that sets out clearly how to restore and extend this vital part of our coastal landscape.

The 44,000 hectares of saltmarsh around the coasts of England, Scotland and Wales play host to a huge range of wildlife, and play a vital role in mitigating flooding and the damaging effects of storm surges, which are predicted to increase in size and frequency as a result of sea level rise due to climate change. Over the next few years, large areas of saltmarsh are likely to disappear under the sea as sea levels rise and stronger waves pound the coast, eroding the marshes and exposing sea defences to the full force of the sea’s impact.

The guide provides a comprehensive overview from start to finish of a project to create new areas of saltmarsh, including realistic timescales, and includes eight examples of saltmarsh creation projects of different scales. Topics covered range from engineering considerations and finding funding to stakeholder involvement and planning considerations.
