1. New Policy Position Statement – Protecting and Enhancing Soils

CIWEM recently produced a new Policy Position Statement (PPS) entitled Protecting and Enhancing Soils. This PPS sets out 12 key requirements for delivery by Government. These include calls for EU legislation to entrench the importance of soil as an asset, protection of rare and particularly valuable soil types, action to improve soil management and restoration of damaged soils. CIWEM argues that soils are just as important as air and water resources.

“The Government has set out some welcome aspirations for soils, now the challenge is to deliver practical and effective action. This will require co-operation from many stakeholders, new incentives for good management, and tough action to clamp down on bad practice. Where are the resources for this work? How will it be managed? Who will drive the action and how will it be monitored? These are among our questions for the Government”, said Justin Taberham, Director of Policy at CIWEM.

“CIWEM is making the case for a fundamental shift in the way we approach soils in all their variety so that we really are managing them in sustainable ways. For example, if the structure or composition isn’t suitable, don’t build on it and don’t farm it,” he added.

Soils support life in many ways. As well as providing a platform for the built environment they filter, hold and buffer water, carbon and harmful chemicals; provide a medium for growing food; house countless species; and form the basis of our landscapes. Yet we do not value soils properly, constantly damaging them irreversibly by putting them to unsuitable uses.

Water Framework Directive – Integrated Catchment Management – Lessons for River Basin Management

4. 9th European Biosolids Conference – Call for Papers – closing date 31st June 2004

The CIWEM / Aqua Enviro European Biosolids and Biowastes Conference has grown in stature from early beginnings and is now the premier event in Europe dealing with these topic areas. This is the ninth year of the conference, which has already put into the public domain over 600 technical papers, drawing on experiences from across the world. This year the event will be held between Sunday 14th November and Wednesday 17th November 2004.

This year’s call for papers includes (but is not restricted to) the following general areas:

6. Technical Panels Update

CIWEM’s Water Resources Panel met in May, welcoming Dave Crookall from the Scottish Environment Protection Agency to his first meeting. Alastair Burn of English Nature had also joined the Panel, adding further to its impressive diversity and wealth of expertise.

The Panel discussed two imminent conferences, on Wastewater Reuse and Water Resources under Climate Change, and debated the content of the forthcoming policy position statement on this topic. Further conferences were planned on the Water Framework Directive and Groundwater, and PR04 and Regulation of the Water Industry.

It was agreed that a number of current policy statements would be updated and new statements on the Development of New Reservoirs and other New Resources, and Drought Management and Response were discussed and planned.

7. Consultations

CIWEM responds to a wide range of consultation documents as part of its technical and policy output. The majority of technical comment for these responses originates from the Institution’s Technical Panels but if you are a CIWEM member you may register your views with us for incorporation into a response. It is important that the Institution reflects its members’ views as far as possible in these responses. A list of the consultations that are currently being considered, together with an internet address for the papers themselves, features in every edition of E-News.

If you have views on any of the issues raised in any of the consultation papers listed below we would very much like to hear from you. Contact details for either Alastair Chisholm or Helen Wilson are provided for each consultation paper, along with a deadline for when we need to receive your comments. 8. CABE Space

CABE Space, the Parks Agency of the Commission for Architecture and the Built Environment, has appointed CIWEM Executive Director, Nick Reeves, to Chair a Committee that will assess the findings of an independent report about the future remit, promotion and management of the Green Flag Awards Scheme. The Committee - which also includes environmentalist, writer and broadcaster Chris Baines – has been asked to make recommendations from a number of options in the report on the development and future funding of the Scheme which encourages and rewards excellence in local council-owned public green space provision. The Committee will report on its recommendations to CABE Space Commissioners in July.

Nick Reeves said, “The Green Flag Scheme plays an essential part in promoting and celebrating best practice environmental management with community involvement. We want to build on the Scheme’s past achievements in raising the profile of parks and green spaces and ensure that it is supported by all local authorities”.

The Green Flag Awards are funded by the Office of the Deputy Prime Minister (ODPM) as part of the government’s commitment to sustainable communities and urban regeneration.

9. CIWEM Journal

CIWEM would like to encourage people from all environmental disciplines to submit papers on Operational, Scientific, Technical or Research subjects for publication in the CIWEM Journal.

Short papers are also encouraged. Further information about the Journal, including author guidance notes and an example paper, is available on the web site at: www.ciwem.com/publications/journal/

We would also like to remind recipients of CIWEM’s Journal that there is now the opportunity to receive the publication in CD ROM format, either in addition to the printed version (for an additional cost of £96 for UK recipients or £116 for those overseas) or instead of the hard copy.

10. Calling New Members

Following the successful first meeting of the CIWEM New Members’ Group in April, several Branches are holding events for new members and those working towards membership. If you would like to get involved, please check your local Branch page on the CIWEM web site for event information and contact details for the Branch new member representative. Event information will also be advertised in E-News.

We are still looking for new member representatives for the Welsh and Northern Ireland Branches – please contact Helen Wilson at CIWEM (E-Mail: Helen@ciwem.com) if you are interested in this.

New members from the Central Southern Branch are encouraged to attend the Branch visit to Reading New Sewage Treatment Works on 5th July, and should contact Sara Heron (E-Mail: sara.heron@environment-agency.gov.uk) for further details. A local Wallingford Peer Group is being set up for new members working in Wallingford, which will link in to the wider branch area activities of the New Members’ Group.
