Geoff Bateman is the new CIWEM President. As of 24 June 2004, the CIWEM role was added to Geoff’s busy workload – he is the Environment Agency Area Manager for Devon. Geoff is well known around the country for his work in pollution control, agriculture and rural land use, culminating in his leadership of the work of the Agency nationally on foot and mouth in 2001, for which he received an OBE for services to the environment. Geoff is also a Secretary of State appointee to Dartmoor National Park and currently chairs a Defra group on agricultural waste.
It is an exciting time for Geoff to be taking over the helm of CIWEM: the organisation led the successful campaign to establish the qualification of Chartered Environmentalist, and in September a brand new CIWEM-accredited course in Integrated Waste Management will start at Cranfield University. Other recent achievements include moving forward environmental debate through popular conferences in areas as diverse as diffuse pollution, flytipping and sustainability in construction; and the promotion of environmental awareness and excellence via a portfolio of national and international awards.
CIWEM’s new President, Geoff Bateman, said:
“I look forward to leading CIWEM, taking over from the capable hands of Peter Treadgold. It is a pleasure and a privilege to be able to continue the Institution’s proud tradition of providing advocacy and training for a better environment based on sound science, engineering and professional expertise.”

2. RSPB/CIWEM Living Wetlands Award 2005 – Call for Entries!
RSPB and CIWEM are calling for entries for the 2005 Living Wetlands Award. The prestigious Award was established in 2003 by the two organisations to recognise and reward projects that demonstrate the multiple functions and sustainable use of wetland habitats.
The prize includes a bronze trophy of a snipe (the Mance Memorial Trophy) and £1,500 to enhance the winning scheme’s impact, and the closing date for entries is 30 November 2004. See http://www.ciwem.com/awards/ for Award guidelines and full details of entry criteria.
It is no secret that the south-east of England is drier than parts of the middle east, and it was recently reported that the Sudan has more than four times the amount of available water per head of population than the south-east. Climate change models are increasingly indicating that the most probable scenario in coming decades is one in which rainfall becomes increasingly limited to the winter months. Coupled with increasing population in the south-east and plans to build up to 800,000 new homes in this part of the country, pressure on the country’s water resources will only increase.
Thames Water’s proposed new desalination plant at Beckton indicates that new directions are being taken in the battle to ensure that water supplies remain secure across the south-east in future years. CIWEM remains concerned, however, that the Government is placing insufficient weight on the importance of reducing our net consumption of water – in fact it is increasing per head of population.
There are many ways in which the level of demand placed on our reservoirs, aquifers and other resources in this country may be reduced – such as wastewater re-use, rainwater harvesting and water conservation measures. CIWEM is in the process of developing a section of its website devoted to showcasing examples of such technologies from all over the world. It will also provide background information about the different issues and technologies. We hope this will go live within the next few weeks.
If you would like to showcase such case studies on the website we would be delighted to hear from you. There is no charge for doing so – we merely want to demonstrate the range of technologies available and what they could do to assist in the UK. The more information and detail that you can provide for sharing amongst interested parties the better.

4. Submit your Paper to the Journal
Water and Environment Journal is the leading publication in its field, dealing with worldwide aspects of the water cycle and a broad range of environmental matters, including waste management, the control of air pollution and environmental conservation.
Have you considered submitting a paper for publication in the Journal? The CIWEM membership and other Journal subscribers would be interested to hear about the work you are doing. Operational, Scientific, Technical and Research papers are welcomed, and short papers (1500 to 2500 words) as well as full length papers (up to 5000 words) are encouraged. Papers accepted by CIWEM’s Editorial Panel are typically published within 12 months of submission.

5. Technical Panels Update
Wastewater Management
CIWEM’s Wastewater Management Panel met on 15th June. The panel welcomed three new members – Maxine Mayhew of United Utilities and Scottish Water Solutions, Helen Richard of South West Water and Wendy Rostron of Mott MacDonald Bentley. The panel discussed operator training levels in the water industry and the possibility of accreditation for approved training packages. Representatives of the Waste and Resources Action Programme made a presentation to the Panel on a technology which uses ground recycled glass as an alternative filter medium to sand and discussions were had regarding the running of masterclasses for small audiences on select issues at CIWEM.
Amenity, Recreation and Conservation
At their July meeting, the Amenity Recreation and Conservation (ARC) Panel discussed possible topics for the CIWEM Campaign in 2005 and current consultations to which the panel is responding, in particular the Defra consultation on catchment-sensitive farming. They worked on a Policy Position Statement on Recreational Use of Inland Waters and talked about events which they are planning on non-native species and health and the environment. The Panel also discussed several issues related to the Thames Gateway housing developments and the need for environmental advice/guidance for Parish Councils.

Air
At its June meeting, the Air Panel discussed an event it is planning on Air Quality and Health and a forthcoming Air Quality special issue of WEM magazine to which panel members are contributing articles and interview questions. They also discussed several Policy Position Statements (PPSs) which the Panel is currently drafting, including PPSs on Health Impact Assessment and Odours.
The Air Panel has an active and knowledgeable membership with a wide range of expertise but we are still looking for some new panel members. If you are interested in joining the panel, please forward your CV to Justin Taberham, Director of Policy at justin@ciwem.com

CIWEM responds to a wide range of consultation documents as part of its technical and policy output. The majority of technical comment for these responses originates from the Institution’s Technical Panels but if you are a CIWEM member you may register your views with us for incorporation into a response. It is important that the Institution reflects its members’ views as far as possible in these responses. A list of the consultations that are currently being considered, together with an internet address for the papers themselves, features in every edition of E-News.

7. CIWEM Congratulates its first Chartered Scientists
At the meeting of the Business and Science Professional Board on the 30th June 2004, the first 37 CIWEM Chartered Scientist registrants were approved.
Their names have been forwarded to the Science Council for inclusion on the register and they will shortly receive a letter advising them of their success. They will also be issued with a certificate from the Science Council reflecting their new status.

8. 50 Years in CIWEM membership!
CIWEM celebrates its ‘golden’ members again this year. These are all members who joined CIWEM’s predecessor bodies back in 1953 and have retained their membership and an active interest in the ever changing and developing world of water and environmental management.
Each celebrant will receive a special certificate signed by the new President Geoff Bateman and Executive Director, Nick Reeves. In addition they will also receive a specially commissioned lapel pin to show their long affiliation with the Institution.

This year’s President’s Award was won by Alvin Smith of Environment Group and Metropolitan Branch. The Award was presented by Peter Treadgold at a meeting of the Metropolitan Branch, for Alvin’s services to the Institution over a number of years.
The President’s Award is awarded each year for outstanding services to CIWEM.
CIWEM member and Managing Director of Severn Trent Water, Brian Duckworth, received an OBE in the Queen’s Birthday Honours for his services to the water industry.
Other figures in the environment field who received Honours were:
Professor Sir Peter Crane, FRS, Director of the Royal Botanic Gardens, Kew received a Knighthood for services to horticulture and conservation;
John Edwards, Chief Executive of United Utilities received a CBE for services to the utility industry; and
Pamela Taylor, Chief Executive, Water UK received an OBE for services to the water industry.
13. Air Pollution Information System (APIS)
A free searchable web-based database has been developed by the UK conservation and regulatory agencies, which provides details of different air pollutants and their effects on habitats and species. Search the database at: www.apis.ac.uk

New Staff in CIWEM Policy Department
Staff at CIWEM’s Head Office in London will bid a fond farewell in August to Helen Wilson, Policy Officer, who is leaving the employ of the Institution to go and do conservation work and organic farming in France. On her return she hopes to go back to her native Scotland but we have a feeling she could end up getting distracted and running a vineyard instead! We would like to thank Helen for her dedication and hard work over the years and wish her well in the future. This means that there will be a new face in the Policy Department shortly – we will let you know who they are next month.

16. Association of Wastewater Treatment Experts of the Czech Republic – Wastewater 2005
The Association of Wastewater Treatment Experts of the Czech Republic (ACE CR) will hold its 6th International Conference – Wastewater 2005 – in the spa town of Teplice, North-West Bohemia, on 10th-12th May 2005. The main goal of the conference will be to provide an international forum for the presentation of the latest development in the field of wastewater collection and treatment and sludge handling in Europe and for the exchange of information, opinions and ideas amongst participants.
