1. CIWEM Welcomes New President
Mr Peter Treadgold succeeded Mr Jim Oatridge as the new President of the Chartered Institution of Water and Environmental Management (CIWEM) at the Institution's AGM on 19th June 2003. Mr Treadgold is a senior CIWEM Council member and has served as the Institution's Junior and Senior Vice President. He is also a member of CIWEM Cabinet.
Mr Treadgold is a Management Consultant with experience in the areas of regeneration, transportation and environmental engineering. He is Project Champion - Victoria Transport Interchange with Hyder Consulting, on secondment to Transport for London (TfL). Mr Treadgold is a senior CIWEM Council member and is a member of the Institution's Cabinet of 'Lead Members'. He was previously Chair of the Professional Review Management Board (PRMB).
Outgoing President, Jim Oatridge, performed the induction of Peter Treadgold to the post of President in the historic City of London venue, Butchers' Hall. On taking office Peter Treadgold said, "I am proud to be the Institution's President and am acutely conscious of the responsibility this involves. I look forward to building on the achievements of my predecessor and taking CIWEM forward as it delivers the next stage of its Corporate Plan and wider social objectives."
Mr Geoff Bateman, OBE (Area Manager (Devon), Environment Agency) and Robin Green (Principal Environmental Engineer, Wardell Armstrong) were inducted as Senior Vice President and Junior Vice President respectively at the Institution's AGM on 19th June 2003.
2. The Environment - Vision, Values and Innovation
The Environment is increasingly shaping the way we conduct business. Public Environmental concerns are reflected in the legislative process which releases additional funding and this in turn drives technological advances and engineering innovation.
The major environmental issues now cut across traditional subject disciplines and there is no monopoly on how we provide the environmental improvements that we all wish for. Global warming, energy use, water scarcity, waste, transport all require multidisciplinary teamwork. The CIWEM membership is in a unique position to meet these challenges in view of the diversity of its members and the wide range of subject disciplines covered by the Institution. This conference hopes to focus the vision of the membership in tackling environmental problems and to provide the CIWEM values which are enshrined in its Royal Charter.
The many innovative roles of CIWEM members in the fields of air, water, land and wastewater are brought together under a range of themes which have been drawn up to show the many common links in the work we do. A range of presentation formats will be use in order to achieve this. As well as the more formal keynote plenary, addresses the conference features specialised technical sessions, informal forums presented by key organisations, and open workshops which provide an introduction or a refresher course on a range of subject areas in which all practitioners should be familiar.
Finally throughout the three days there are specific sessions targeted at the younger audience to enable them to mix with their peers at similar stages in career development and form the links that always prove so useful in professional life.

3. CIWEM President's Awards Presented to Andy Pepper and Roger Key
CIWEM's President's Awards were this year presented to Andy Pepper and Roger Key, by outgoing President Jim Oatridge at the recent CIWEM AGM.
Andy Pepper has undertaken every role and function for the Rivers and Coastal Group and has been instrumental in the Group's financial success, as well as its track record in involving young members in the activities of the Group. Roger Key has been instrumental in the development and promotion of CIWEMs successful Practical Environmental Management (PEM) programme, developing guidelines, producing PEM related articles for the CIWEM magazine, championing the programme at meetings across the country and bringing considerable expertise to the PEM steering group.
The Presidents Award is presented annually to a CIWEM member in recognition of exceptional service to the work of the Institution. It is awarded by the President at the AGM in June. The award is the choice of the President but each Branch & Group may make one nomination per year.
4. Water Framework Directive Update
CIWEM is keenly involved in many aspects of the implementation of the Water Framework Directive. This is an extremely significant Directive which impacts on many industry sectors. We have a representative on defra's Water Stakeholder Group, and we are organising a series of conferences on various aspects of the Directive, including:
Water Framework Directive: Ecological Implications - 12th November, 2003
Water Framework Directive: Diffuse Pollution - Spring 2004
Water Framework Directive: Water Resources Implications - Autumn/Winter 2004
A considerable proportion of CIWEM's members will be impacted upon by this Directive, so we feel that it is essential that we organise a series of conferences which will not only educate members, but promote discussion, highlight concerns and direct our views to those implementing the Directive.

5. Future Events - 'Mitigation - Does it measure up? Steps to Best Practice' and 'Invasive Species'
CIWEM is in the process of planning two further events for this coming autumn:
'Mitigation - Does it Measure Up? Steps to Best Practice'
This meeting will focus on the important issues concerning environmental mitigation, including:
- Overview of environmental mitigation policy and legislation,
- Measuring mitigation,
- New techniques and approaches
- Delivery of mitigation measures within environmental statements
Aims of this conference:
The aim of this conference is to understand the current status of mitigation practice in the UK highlighting both deficiencies and good practice in order to set out action that need to be taken to rectify current shortfalls in practice.
Objectives of this conference:
- To consider the current status (legislative background etc) and effectiveness of mitigation measures in delivering their stated aims.
- Through a number of case examples to consider best practice
- To consider and define a number of clear steps need to be considered in improving the delivery of mitigation
Non Native Species Conference
CIWEM is also planning an event on Non-Native Species, scheduled for late 2004. This event will build on recommendations from defra's Review of Policy on Non Native Species, which was published in Spring 2003. The aim of the conference will be to consider good practice in species management as well as to review key non-native species and their impact on the environment.
6. Technical Panels UpdateWastewater Management Panel
CIWEM's Wastewater Management Panel met on 17th June. The panel agreed the membership of Dr Papavasilopoulos from Greece on a corresponding basis. Finishing touches were put on the Panel's sessions for the forthcoming National Conference, which include 'Climate Change and the Water Industry' and 'Wastewater Business Opportunities in EC Accession Countries'.
The Panel also discussed the issue of wastewater reuse - something that has recently been a focus of attention for CIWEM's water Resources Panel. The panel agreed that an event on the subject should be prepared for 2004. Details will be published in E-News as soon as more information is available.
Waste Management Panel
Waste Management Panel's last meeting was on 14th July when Panel members discussed future events and policy position statements, as well as responses to three major consultation papers. The Panel also welcomed a new member onto the Panel - Dr Ioannis Alexiou who brings expertise in a wide range of waste management related subjects to the Panel.
Members of the Panel began work on Policy Statements on Recycling, and Mechanical and Biological Treatment (MBT), as well as an information sheet on Waste to Land. These should be published sometime towards the end of the year and as always will be featured in E-News first. Future events which are now in the early stages of planning are Innovations in Waste Management (Spring 2004) and Agricultural Waste.
Air Panel
The Air Panel held a lunchtime meeting at their 'Air Quality and Industry - Future Challenges' event at the Hilton Northampton on 12th June. This event, the first that the Panel had held, was very successful. In their meeting, the Panel discussed topics for future events, including Health Impact Assessment, The Impact of Air Quality on the Habitats Directive and Air Quality and Planning. The panel is also going to lead on an Odours event next year, which will be a follow-up to the successful CIWEM conference held in 2002. The Air Panel is currently looking to increase its membership - anyone interested in joining the Panel should send their CV to Helen Wilson, Policy Officer at CIWEM helen@ciwem.com.
Amenity, Recreation and Conservation (ARC) Panel
At their recent meeting, ARC Panel members welcomed their new Chairman, Alan Woods, and thanked Kieran Conlan, the inaugural Panel Chairman, for all his hard work over the past three years. The Panel finalized the content of their session on Environmental Impact Assessment at the forthcoming CIWEM National Conference, and worked on their other events for 2003/04. They had an interesting discussion about possible future events, including Health and the Environment, Public Participation in Riverside Regeneration, Non-Native Species and Heritage Lakes.

8. CIWEM Young Members' Study Tour

This year the Young Members Study Tour will be based at the University of Southampton. The Central Southern Branch is hosting the study tour, and has organised an exciting programme that includes a variety of tours, site visits and lectures. 11. Voluntary Service Overseas
VSO is continuing to see an increase in demand for specialist environmental professionals who are interested in applying their skills to a development context. In addition to the request for Renewable Energy Engineers mentioned last month, we also have opportunities for environmentalist working in community based natural resource management, including fisheries management.
For example, we currently have a request for up to five experienced environmental managers to work with fishing communities based around the Tonle Sap Lake in Cambodia. These placements form part of a wider initiative developing sustainable fisheries management and raising awareness of community fisheries.
In addition to accommodation, a local wage, health insurance and a series of grants, VSO will provide training in Khmer and how to ride a motorbike for field visits.

Have you considered upgrading your current CIWEM membership status but not had the time to find out what's involved? If this is the case then here is quick guide for you to see if you are eligible.
Fellowship - You will need to be aged 35+ and have been a full Member of the Institution for a continuous period of at least 5 years. You will also have held a responsible position at a professional level for a minimum period of 7 years.
Member - You will be a Graduate member of the Institution aged 25+. Hold an honours degree or the equivalent and have a minimum of 4 years experience and responsibility at a professional level.
Graduate - You will have been a Student member whilst studying for your qualification on either a full or part-time basis and now be in or seeking relevant employment.

· Girls on Top!
An all girls (ladies) team from CIWEM HQ, Rachel Bulkley, Morag Campbell, Rosemary Butler, Helen Wilson and a friend, Julia Deans, recently took part in the Wateraid Munro Challenge.
After attending a WaterAid award presentation last year, at which the Munro Challenge was promoted, Membership Director, Rosemary Butler, returned to the office in John St. fired with enthusiasm to participate in the event. She gathered the support of four other members of staff and on the 14th June the team set off to climb Ben Vane near Loch Lomond.
The going was tough even though Ben Vane is advertised as one of the 'easier' Munros! However the team made it to the top with several stops on the way to take in the spectacular views of the loch and the surrounding mountains, and of course to get their breath back! In the evening after a brief recovery period and several reviving drinks the team headed to Crianlarich to enjoy the music and dancing at a special ceilidh organised by WaterAid.
Altogether the team raised just under £1,000 for the charity and would like to take this opportunity to thank everyone who supported them.
· CIWEM Members can become Chartered Scientists
The Science Council received its Royal Charter in June so members will be offered the opportunity to become Chartered Scientists, probably in the Autumn. Meanwhile, Soc.Env is still pursuing its Royal Charter. The petition will probably go to the Privy Council in October and this could mean, if all goes well, that the Institution will see the first Chartered Environmentalists next year.
CIWEM's International Directory 2004 is currently being compiled by McMillan-Scott and will be available to members in late October/November.
· Training for Professional Review
There are three Professional Review Training Days arranged in London for 1st October, 29th October and 19th November this year.
The Interview process changed on 1st January this year and is now based solely on the Mandatory Competences, Project Report and Career Report. Technical and Intellectual Skill Areas (TISAs) are no longer considered. The purpose of the workshops is to familiarise applicants with the CIWEM requirements as well as being a refresher for the whole Professional Review System.

CIWEM is also seeking more Professional Reviewers. To become a Reviewer you must be at least an Associate, Member or Fellow and with the Institution for 4 to 5 years. You will be asked to send in your CPD and CV information which will then go to the Board before a decision is made. If you are interested in becoming a Professional Reviewer please contact Joanna West.
