3. Postponed Extraordinary General Meeting – Tuesday, 12th February 2008
You recently received an EGM Notice and supporting documents relating to important proposals for constitutional change. It has come to our attention that the papers contained some errors and that some pages were duplicated and that others were omitted. We are currently investigating how these errors occurred and we sincerely apologise for any confusion that has been caused.
As a consequence we have decided to postpone the EGM planned for 12th February and to reissue the EGM Notice with a corrected set of papers to ensure that all members fully understand the business to be transacted at the EGMand feel confident with the proposals.
Please, therefore, accept this as notice that the EGM planned for Tuesday, 12th February 2008, at the Naval & Military Club in London will not now take place.
A new EGM Notice with the correct set of documents will be sent to all members in due course together with notification of a new date for the meeting. Once again please accept the Institution’s sincere apologies and be assured that by postponing the EGM it is ensuring that the best interests of its members are being maintained.
4. Young Members Award 2008 closes 18th January 2008!The CIWEM Young Members’ Award 2008 sponsored by Jacobs Babtie recognises the outstanding contribution to environmental understanding made by a young member of CIWEM. In order to make the award more inclusive the criteria has changed for 2008. Entrants must be nominated from their Branch, Group or employer by filling in a nomination form. A panel of judges will assess each nominee on a number of criteria and the short listed candidates will be invited toLondon for a presentation and informal interview.
The Award comprises of a trophy (a silver quaich cup), a framed certificate, publication of an article in Water and Environment Magazine and a cheque for £1000. The Award will be presented at the CIWEM Annual Dinner in London in May 2008.

5. Water Reuse is a Sustainable Water Supply for UK IndustryCIWEM believes that water reuse should play an important part in achievingmore sustainable water management in the UK.
Water is essential to industry for processes such as cooling, heating, diluting, transportation and sanitation. Businesses have financial and environmental incentives to reduce their consumption of mains-supplied potable water, so alongside demand management there is a need to source alternative water supplies. Water reuse involves suitably treated wastewater from one process being reused for a new purpose.
In a new briefing report CIWEM examines the potential benefits to society from industry reusing water, including greater environmental flows for freshwater wildlife and water-based recreation and the freeing-up of potable quality water for domestic consumers. For industry, water reuse provides a more drought-resistant water supply and potential financial savings. CIWEM suggests that where potential sustainability concerns such as the energy usage required to treat and distribute the water and disposing of concentrate have been resolved, water reuse can be sustainable. CIWEM believes it should be an integral part of a suite of water demand and supply management measures that together can bring about more sustainable water management in the UK. The report concludes by highlighting five factors that are critical to facilitating sustainable water reuse in the UK.

In March 2007, CIWEM encouraged Gordon Brown to extend proposed reduced VAT rates for energy efficient products to digital publications. Although Gordon Brown has committed the UK to reducing carbon dioxide emissions by 80 percentby 2050, online publications are still being charged the normal rate of VAT.
If we are to reach the goal of a low carbon economy, CIWEM believes that it is a travesty that online versions of books and journals attract 17.5 percent VAT, whereas the less environmentally sound print version attracts zero percent VAT. The carbon dioxide emissions involved in the process of producing a hard copy publication, in terms of transport, printing, paper usage, chemical usage and other life cycle costs, is significant.

7. Determined Effort Needed To Deliver Pitt Report RecommendationsCIWEM welcomes Sir Michael Pitt's 'Cabinet Office Lessons Learnt' interim report, which emphasises the need for a robust, long term approach to flood risk management and greater coordination between the many organisations involved.
CIWEM firmly believes that identifying the lessons is a useful first step. For real change to occur on the ground, we now need to learn from this and act upon the recommendations. Pitt's review must therefore be translated into a plan with specific time bound actions for accountable organisations. The actions must be realistic, properly resourced and monitored and reviewed at the highest level.
CIWEM recognises the significant threat currently posed by flood risk, which is set to increase through the impacts of climate change. There is no ‘miracle cure’ to eliminate flood risk, which can never be totally removed. Flood risk management will only be improved by implementing a coordinated set of small, separate steps which make up a portfolio of measures. Although some organisations have shown improvement in the management of flood risk, in the past, the implementation of some of the more beneficial steps have been hampered by institutional matters. CIWEM now urges all stakeholders, including the public, to embrace the task with the same energy. Issues such as the continued inappropriate siting of new developments in areas of high flood risk must be taken more seriously.

8. Become the Next Environmental Photographer of the Year2008’s international Environmental Photographer of the Year competition is now open. The competition seeks to celebrate photographers who use their ability to raise awareness of environmental and social issues. It encourages entries that are traditional, contemporary, avant-garde, ironic, creative, experimental, subversive, subtle, strong, resonant, challenging, political, original and beautiful. But most of all, the competition celebrates the power of photography to inspire people around the world to start taking care of ourenvironment.
The exhibition is open to all professional and amateur, national and international photographers working with digital and traditional photography. This year’s categories are Changing Climates; A World of Difference; Quality of Life; and The Natural World. This will also be the first year of a special Under 21 category which has no thematic boundaries.

9. Unearthing RiversMany urban rivers exist in subterranean obscurity, contained in underground culverts that reduce the ecological and recreational value of an area. CIWEM believes that returning our waterways to a more natural condition would bringenvironmental, social and economic benefits.
In the past, engineers met urban development needs and dealt with flood issues by building artificial channels or burying rivers underground. However culverts disconnect communities from their natural surroundings, adversely affect wildlife and can increase the risk of flooding.
De-culverting, or opening up these artificial channels, can provide valuable wetland habitat, offer educational and recreational opportunities, enhance urban regeneration programmes, reduce costs through natural bioengineering techniques, reduce flood risk and help to give a place a sense of identity.
CIWEM believes that burying watercourses is rarely the optimum solution, so calls for active identification of opportunities for de-culverting. CIWEM believes that development or regeneration proposals should better integrate and enhance natural watercourses, and where de-culverting is not possible, enhancement or mitigation work should be implemented.

14. Journal of Flood Risk Manangement, supported by Arup, MWH and Royal Haskoning
The inaugural Editorial Board for the journal has now been finalised and the full list of Board members can be found on the journal website at www.floodriskmanagement.org.

An official journal launch is being planned to take place at The House of Commons, London. The launch will coincide with a meeting of the Parliamentary Climate Change group and Colin Challen MP has agreed to support the event. The launch will be open to MPs, Lords and Parliamentary contacts/Group Members as well as CIWEM invitees and will take place in late March or April 2008.
The journal is open for paper submissions. All submissions and reviews are completed online through Manuscript Central which can be found at http://mc.manuscriptcentral.com/jfrm. This online submission and reviewing system will assist authors worldwide in submitting their papers and reduce the amount of time it takes for a decision to be made, ensuring timely publication.

CIWEM has had an active year in 2007 further developing the International Network; becoming more active in the European Union, inputting directly into policy development; taking a greater role under the discussions linked to the UN Framework Convention on Climate Change (UNFCCC); establishing a climate change working group under the European Water Association (EWA) and launchinga CIWEM Climate Change Network for members across the world.
The Institution has working with members across the world to establish country groups to support and co-ordinate with local members. In addition further links have been developed with organisations such as the International Water Association, Water Environment Federation and the Stockholm Water Institute, host of World Water Week. CIWEM has also been supporting development initiatives of the Hong Kong Branch, with the President attending the Climate Change Conference in Hong Kong that the branch helped to coordinate.
It has also been an active year for working with UK Government as CIWEM has continued to support the initiatives Partners for Water and Sanitation (PAWS)and Partners for Environmental Cooperation in Europe (PECE), both of which are now self sufficient organisations. Close working relationships continue with WaterAid and RedR and CIWEM is also a member of the initiative to develop professional institutions in China, PI-UKChina.
What does 2008 hold? The Institution will continue to build on the developments outlined above and, in addition, 2008 will see CIWEM properly launch the UK Stockholm Junior Water Prize competition in the UK, which aims to involve 16-20 year old students in producing a water project of their own design. There will be further work with the EU as CIWEM continues to input through the EWA into the development of EU policy. 2008 will see CIWEM co-host a workshop at the IWA World Congress in Vienna in September, as well as attending the World Water Week in Stockholm in August. Further relationships will be developed with like minded organisations globally and more country groups will be established in 2008. The President will again visit the Hong Kong Branch and explore ways to enhance the support to members in the region and CIWEM will look to work with the British Council, as they plan activities around the theme of Biodiversity to mark 200 years since the birth of Charles Darwin.

Exploring Innovative Remediation Techniques for Contaminated Land and Groundwater

A combination of decades of industrial development, agricultural activities and other sources of contamination such as waste disposal and deposition from the atmosphere have led to a lack of appreciation of the impact on the environment. The Environment Agency has estimated that 300,000 hectares of land at over 325,000 sites in England and Wales are contaminated with a variety of pollutants. On average 250 new sites have been classified as contaminated each year since 2000. Using landfill alone is no longer a sustainable option. But the remediation and re-use of contaminated and brownfield sites allows this land to be used for essential housing, commercial or environmental development whilst alsohelping to protect valuable greenfield sites.
This one day interactive workshop will consider the negative impact that contaminated land and groundwater is having on the environment, it will introduce novel methods for remediation and incorporate these ideas to address the challenges facing sustainable construction on remediated land. A series of case studies will offer innovative and practical solutions to the risk assessment and treatment of contaminated land and the networking session will promote collaboration between industry and academia.
