1. CIWEM Publishes New Policy Position Statement on Health Impact Assessments

The effectiveness of a new tool to assess the potential health impacts of land development is seriously hampered by lack of relevant guidance within the planning system. A fundamental difference in approach among practitioners is making the situation worse, according to CIWEM.

Health Impact Assessments (HIAs) are designed to check whether a project or proposal might reinforce health inequalities, or inadvertently damage people’s health. They are being promoted by organisations like the World Health Organisation (WHO), the London Health Commission, and the Welsh Assembly Government to assess new policies, plans and projects. The planning process now requires health issues to be taken into account and over 120 HIAs for development control purposes have been produced.

With application-specific guidelines, CIWEM sees the potential for HIAs to fill the significant gaps left by Environmental Impact Assessments (EIAs), contributing to a more efficient planning process where health risks and benefits are analysed using a purpose-designed system, reducing the need for challenges down the line. This would also help unite and balance the HIA practitioners, currently split into those who give more weight to community perceptions (a largely qualitative approach) and those who favour a science-based approach (the quantitative standpoint).

According to Justin Taberham, Director of Policy at CIWEM:

“The current situation is unsatisfactory, in that health issues often fall through the net in the planning process, and the public inquiry system and planning inspectorate (even judicial reviews) are being asked to analyse risk and make – or devolve to further bureaucratic processes – scientific judgements about the health impact of developments. We would like to see HIAs come into their own via a good consultation process leading to clear and comprehensive technical guidance on their use in development control.”

Such a consultation process began at a CIWEM conference held in June 2005, as a result of which a consultation group is being convened to recommend how official guidance should be framed. 2. CIWEM Awards – Closing Dates Approaching!

CIWEM Young Members Award 2006 – Closing 16th January 2006
The Young Members Award recognises the outstanding contribution to environmental understanding made by a young member of CIWEM. The Award is open for entries till the 16th January 2006 and the winners of CIWEM Branch/Group Young Members’ Competitions are eligible for nomination which should be made by the Branch/Group Chairperson. This year’s prize includes a place on the CIWEM Young Members' Study Tour (or an alternative cash prize of £600). The CIWEM Ken Roberts Award for Technical Innovation in the Water Industry 2006 – Closing 16th January 2006
2006 is the final year of the Ken Roberts Award which recognises technical innovation being made in the water industry. The prize money this year has been raised to £3000. World of Difference Award 2006 – Closing 30th January 2006
The World of Difference Award rewards the leading proponents of the practical application of science and engineering for environmental improvement. The Award focuses on innovative design in water and wastewater projects. The Prize consists of a cheque for £1000 and the project will be outlined in the CIWEM magazine. 3. CIWEM’s Prize-Winning Promotion of Women in Engineering

CIWEM is delighted to announce that environmental engineer Katy Roelich, our nominee for the 2005 Karen Burt Memorial Award for women in engineering, has won this year’s competition. Katy’s entry described her leadership role in work to clean up the UK’s military waste legacy on Christmas Island.

Rosemary Butler, CIWEM Director of Membership said:

“Katy is a wonderful example of CIWEM’s high calibre members doing valuable and interesting work that enhances sustainability at home and abroad. Putting our women members forward for the Karen Burt Award is one way the Institution actively promotes our commitment to reflecting the gender and ethnic make-up of society in employment across the environment sector, including within the technical environmental industries.”

Katy Roelich, currently a Senior Environmental Engineer in Arup’s Leeds office, has 5 years’ experience in public and private sector projects in the UK and overseas, from track works at St Pancras Station in London to Environmental Impact Assessment in the North York Moors. She became a Chartered Engineer (MCIWEM) in 2004.

As Site Environmental Engineer for the remediation of military waste on Christmas Island (Kiritimati) in the Pacific earlier this year, Katy’s work included production and implementation of a project Environmental Management System; management of site inductions and health and safety, and establishment of on-island quality management.


4. Picturing the Environment

CIWEM is inviting entries for the third international WEM Environmental Photographer of the Year competition. The judges, including Baroness Barbara Young of the Environment Agency, will decide the winner of the first prize: £250-worth of vouchers to be spent on photographic equipment.

In addition, this year CIWEM is particularly encouraging entries that reflect the following themes:

Nick Reeves, CIWEM Executive Director, said:

“CIWEM is helping to highlight the small window of opportunity we have to make a difference on climate change. We hope that people of all ages will take this opportunity to look creatively at how we can get the environmental message across simply and effectively using pictures.”

Last year’s competition was won by Richard Hall, an amateur photographer from Yorkshire, for his picture of coastal sand dunes near Walberswick, Suffolk. Richard was also the winner of the People in the Environment category of the competition, and Simon Coutts has won the Engineering in the Environment category for his picture of an old windmill and modern wind turbines.

The winning image will be available as a limited edition framed print, will feature in Water and Environment Magazine, CIWEM’s international publication, and will be promoted by CIWEM to the national media.

5. The ERA Foundation Award for Young Engineering Entrepreneurs 2006

Submissions are invited by the Royal Academy of Engineering for this major new competition scheme. It is intended to encourage academic staff and researchers (postgraduate students and postdoctoral fellows) who are at an early stage in their career.

The scheme provides the winner with a personal cash prize of £10,000, a £30,000 award to further the development of the proposal, a mentor to assist in the future development and the opportunity to access additional development capital.

The competition is open to a wide range of disciplines involving electro-technologies including electrical & electronic engineering, aspects of bio-medical engineering, optics and optical engineering, instrumentation IT, software and hardware; and materials related to electro-technology.

6. CIWEM Engineers – ETB Registrant Panel Election 2006 – Call for Nominations

7 November 2005 to 13 January 2006
The call for nominations for the 2006 ETB Registrant Panel election begins on the 7 November 2005 closing on the 13 January 2006. The candidates CVs & manifestos will be posted on the ETB website on the 16 January and the election will be held online for four weeks from 1 March to 29 March 2006.

The panel consists of 24 registered engineers from business and industry, academia, Government and engineering institutions. 12 members are elected by the engineering institutions and 12 are elected by the registrants themselves. This process is part of a 3 year cycle of membership renewal with four of the members of the independent group stepping down (but they are entitled to seek re-nomination).

Applications are invited from any Registrant (CEng, IEng and EngTech) having current registration on the UK Register of Professional Engineers held by the Engineering Council UK (ECuk) and registration bona fides will be confirmed by our partner organisation ECuk.

To ensure the new independent members of the panel can demonstrate real ‘connectivity’ with other registrants, the panel requires that each applicant’s nomination be endorsed by 30 ‘supporters’ who need to be current registered engineers (CEng, IEng or EngTech) and who know and support the candidate.

Upon receipt of the nomination form by the ETB, the candidate will be asked to provide a brief statement (one A4 page) giving a career synopsis and an outline of their aims and priorities if elected as a member of the Panel. These will be posted on the ETB website on the 16 January 2006.

The ETB Registrant Panel is the registrants’ representative body and provides four members for the ETB Board. The ETB is keen to support the Panel in its aim of achieving the greatest opportunity to attract new members from the current Registrant community.

7. Invitation to Unit Modules in Postgraduate Certificate and Diploma Courses in Water and Environmental Management at the University of Bristol

he Faculty of Engineering of the University of Bristol, England in collaboration with CIWEM runs Postgraduate Certificate and Diploma Courses in Water and Environmental Management which can also lead to the MSc degree of the University of Bristol (please visit http://www.fen.bris.ac.uk/engmgt/water.html for details).

A special feature of these globally unique courses is the extensive use of academics and industry-based water and environmental management senior career professionals for most of the teaching sessions. 8. Stockholm Junior Water Prize

Young people with ideas to improve the quality of life through practical water projects can win an opportunity to attend an international event in Sweden as part of the international Stockholm Junior Water Prize competition, launched in the UK today. The winner will also receive a prize of $5000.

Winners of the national heats being held in 30 countries go on to the finals, held during World Water Week in Stockholm each August. The aim of the contest is to encourage young people’s interest in issues concerning water and the environment. The grand prize is US$ 5,000 and a blue crystal sculpture in the shape of a water droplet. Last year, a South African team won for their revolutionary solution to minimise the need for water in small-scale irrigation.

The UK heat is being organised by CIWEM, with Water Company United Utilities providing funds for the UK’s top team to attend the finals in Sweden over the next three years. The competition is organised in association with the Institution of Water Officers and the Worshipful Company of Water Conservators, and endorsed and promoted by the Environment Agency.

Peter Matthews, Environment Agency Board Member, past President of CIWEM and Chair of the Society for the Environment, whose energy and enthusiasm have ensured that the contest will run in the UK said:

“Young people are interested in sustainability and issues around water like conservation and conflict, yet there is an increasing skills gap that is holding back the UK’s ability to contribute and compete in this arena at home and abroad. This competition is designed to generate interest in creative science and technology, harnessing the amazing imagination and problem-solving abilities of our young people.

Projects may focus on local, regional, national or global topics and should have an innovative approach to solving water problems. The competition welcomes projects in theoretical and applied science as well as those solving community water problems. Further information and teaching resources are on the Stockholm International Water Institute website: www.siwi.org .

Educational establishments and students intending to enter the UK competition should indicate their intention to the organisers by 30 April 2006. The deadline for submission of final projects is 1 June 2006.

The final written submission should be sent by email to CIWEM at sjwp@ciwem.org or by post to: SJWP, CIWEM, 15 John St, London WC1N 2EB. Submissions will be judged by a panel of water experts chaired by CIWEM and the UK winner will be notified by the end of June 2006. CIWEM will advise and help the winning team on preparing for the Stockholm event.

11. CIWEM International Activities

CIWEM is now part of UK Trade & Investment (UKT&I) Water Network, linked into UKT&I’s Water and Wastewater Group and the organisation made a presentation at the Water Sector Advisory Group (WSAG) Chaired by Bill Alexander of Thames-RWE, about CIWEM and it’s international activities. The group advises Government on water industry issues internationally as they affect the UK water sector (water companies plus all the service/supply chain). WSAG have a number of countries that it engages with under the framework of the International Trade Strategy for the Water Sector.

Links have been established with UK Trade & Investments Environmental Industry Sector Unit (EISU). This unit supports the UK Environmental Sector in wining business overseas and promoting the UK’s Environment Technology expertise. One of the main mechanisms it uses is seminars, hosted in other countries, focussing on a range of issues for example, wastewater treatment, contaminated land clean-up, monitoring systems for air pollution etc. They look for expert speakers on these and many other environmental subject areas, supporting the individuals travel and/or accommodation costs. Not only will CIWEM members benefit, CIWEM will gain from having an enhanced profile internationally.

Partners for Water and Sanitation (PAWS) – This is a Defra sponsored initiative bringing together Government, private sector and civil society in order to transfer knowledge and skills to African communities in order to improve their water and sanitation programmes. The Director of International Development has become CIWEM’s permanent representative on PAWS, replacing Graham Setterfield who was the joint ICE-CIWEM contact, a CIWEM led initiative to support information exchange and best practice in Uganda is already under discussion with the PAWS secretariat.

Partners for Environmental Cooperation in Europe - PECE – is UK government sponsored initiative that involves UK-based organisations from the public sector, private sector, civil society including NGOs, who have a shared goal to protect the environment and promote sustainable development;

The countries that form the focus of the initiative are from the Eastern Europe, Caucasus and Central Asia – EECCA, there are 12 in total: Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Russia, Tajikistan, Turkmenistan, Ukraine and Uzbekistan.

CIWEM has registered as a partner, there are now 50 including ADAS, Atkins, Department for International Development (DFID), Defra, Environment Agency, Mott MacDonald, RSPB, Scott Wilson, Severn Trent Water International, Shell, University of Reading, Water UK, WWF and UNDP and UNEP has applied to be involved with the initiative.

Treatment at source with phosphate addition has been the cornerstone of plumbosolvency treatment in the Water Industry for several years. Water Companies have been set a regulatory standard of 25µg/l (from the previous 50µg/l) to apply from 2004 onwards.

However, the DWI have set an optimisation target of 10µg/l to demonstrate effective treatment with phosphate. The 10µg/l limit will apply from 2013. Phosphate addition and representative monitoring present challenges in their own right. This seminar brings together experts and practitioners to review performance to date, share operational experiences and identify some of the emerging issues which need to be addressed by the Water Companies and Regulatory agencies. This is a not to be missed opportunity to hear directly from those involved.

National Flood Forum – Register of Flood Risk Assessors

14. New Ireland-UK Branch for the International Association for Impact Assessment

The International Association for Impact Assessment (IAIA) is a multidisciplinary organisation for all impact assessment practitioners, with over 2500 members from 100 countries. The organisation provides an international forum for advancing innovation and communication of best practice in all forms of impact assessment, including for Environmental Impact Assessment and Strategic Environmental Assessment. Many members of IAIA are also members of CIWEM.

A new branch of IAIA is now being established for the United Kingdom and Republic of Ireland. The Branch is intended to provide a dedicated regional forum for communication and capacity development, and to promote a dynamic and networked community of IAIA members within Ireland and the UK. To achieve this, the IAIA Branch will work closely with existing professional institutions, networks and associations, including CIWEM.

An annual programme of events is now being organized for IAIA Branch members. The first event to launch the Branch will take place on 19th December 2005 at the School of Environmental Sciences, University of East Anglia, Norwich. This event, ‘Contemporary Challenges in Impact Assessment’, will examine aspects of the changing context of Impact Assessment and the implications for the Branch’s development. Two further events will take place during March and September 2006 in Dublin and Liverpool. There will also be an IAIA International Conference in Stavanger, Norway in May 2006.
