3. West Midlands Branch Annual ConferenceMaking Space for Water is the cross Government programme taking forward the developing strategy for flood and coastal erosion risk management in England. On Friday 11th April, the conference aims to look at the practicalities and challenges of meeting the government’s requirement of ‘Making Space for Water’ in the context of the extreme flood events experienced by much of the Midlands region in the summer of 2007.
The conference contains a range of speakers from representatives of the local community, government and regulating bodies through to the consultants at the cutting edge of water related research and design. The response of the industry to these significant flood events will be considered, as well as exploration of the current research and future application of tools and techniques to help meet these challenges.
The morning session is to be chaired by David Rooke, head of Flood Risk Management at the Environment Agency, with the afternoon session and discussion being led by Peter Bide from the Planning Directorate of Communities and Local Government.

The increased cost of obtaining clean water and stringent legislation for disposing of wastewater are the key drivers for many decision-makers to look for new technologies on wastewater treatment and reuse. This seminar aims to establish a platform for the experts of this specific area for sharing local and overseas experience and stimulating initiatives. This will cope with the trend in Hong Kong for the implementation of total water management to protect the water resources and explore new sources to make more effective use of theprecious water resources.

5. Extraordinary General MeetingAn Extraordinary General Meeting (EGM) of members was held at 4pm on Friday 14th March 2008 at Butchers’ Hall, London to consider and vote on resolutions recommended by Council to amend the Institution’s Royal Charter and Bye-laws.The meeting was attended by 27 Members and Fellows who voted as follows:
Resolution 1 to amend the Bye-laws: 16 For, 10 Against, 1 Abstention.
Resolution 2 to amend the Royal Charter: 17 For, 9 Against, 1 Abstention.
Even though a majority of the members present voted in favour of a new constitution, because the bye-laws require at least 75 percent of members to vote in favour of the resolutions, a mandate for change was not achieved. The present constitution will remain unchanged for the time being. The Institution’s Council will meet in due course to consider the implications of the outcome of the meeting. Support for the proposals was encouraging and is a signal to trustees that the membership would like to move forward with an agenda for change.

7. Millennium Development Goal For Sanitation Needs RevisingCIWEM supports the UN’s International Year of Sanitation and appropriately themed World Water Day on 22nd March, which highlight the need to accelerate progress on improving global sanitation. However, CIWEM believes that the international community’s approach to this issue must change.
With countries already struggling to meet basic sanitation provision and climate change set to make the situation more difficult, CIWEM believes that it is the time to conduct a full review of the MDG target.
CIWEM Director of International Development, Paul Horton, says:
“The health, economic and social reprecussions of poor sanitation are widely recognised but there is a growing realisation that some of the MDGs will not be met, especially access to clean water and basic sanitation. As we are at the halfway point between the adoption of the MDGs and the target date, it is right that we see how much remains to be done. Many countries do not have the right framework of policies in place and climate change will make things a lot worse over the next few years. The whole approach to meeting the target has to change and it is imperative that we see the scale of the challenge ahead.”

8. World Meteorological DayCIWEM is celebrating World Meteorological Day on 23rd March by recognisingthe contribution that meteorology makes to sustainable development.
Meteorologists assist countries in the application of climate data and seasonal forecasts for water management, agriculture and disaster mitigation. By providing climate observations, predictions and scientific understanding of climate processes, meteorology helps the international community face the increasing numbers of weather related disasters, such as floods, tropical cyclones and droughts.
CIWEM welcomes meteorological initiatives that have enhanced our understanding of critical environmental phenomena, such as the increase in greenhouse gases, climate change, natural disasters, air and water pollution, depletion of the ozone layer and acid rain. CIWEM believes that climate models must be further developed to better simulate regional impacts of climate change, as well as changes in the frequency and intensity of extreme weather events.
This information will be crucial in strengthening essential international agreements on climate change and forming consistent and unambiguous government policies regarding greenhouse gas emissions and alternative energy sources.

9. Protecting Our Health From Climate ChangeCIWEM supports World Health Day’s aim to raise awareness of the challenges that climate change poses to public health but wants to highlight that theseimpacts will not be evenly distributed around the world.
Climate change threatens international public health through extreme weather events, spread of disease and an increase in deaths from malnutrition and diarrhoea. CIWEM recognises that the most vulnerable populations are those who live in countries where the health sector already struggles to prevent and treat diseases and health conditions.
Increasing collaboration, strengthening existing health programmes to control infectious diseases, ensuring access to safe water and sanitation, and coordinating health action in emergencies will mean governments are better prepared to cope with climate-related health challenges.

10. One Of The Greatest Threats To The Developing WorldMalaria poses one of the greatest threats to life in the developing world, with more than one million malaria deaths worldwide. CIWEM supports the malaria-related Millennium Development Goals working towards a time when malaria is no longer a major cause of mortality and no longer a barrier to social and economic developmentanywhere in the world.
CIWEM recognises the importance of Africa Malaria Day on 25th April which is observed by those African governments committed to tackling malaria. CIWEM believes that malaria has gone beyond being just a health issue. It is an environmental management issue that affects where and how people live. Climatic change is aggravating the situation by causing more conducive breeding conditions and allowing malaria carrying mosquitoes to spread further geographically. CIWEM calls on countries, communities and NGOs to show leadership in prioritising malaria, increasing their health budgets and in managing malaria resources effectively. This includes implementing effective environmental management strategies that take into account the changing climate.

“CIWEM recognises the tremendous burden of malaria on the lives and economies of those living in endemic countries. With malaria claiming the lives of children and incapacitating adults, the disease is holding back the development of an entire continent. There is no time to waste in the urgent struggle against malaria and governments, businesses and NGOs must work together to control malaria. So far the climate change aspect of malaria has been missed but countries need to bring together environment and health departments in order to manage malaria, as eradication is no longer on the agenda.”

CIWEM’s 2008/09 Country Link with WaterAid will be Nepal, with a target of raising £10,000. More than 73 percent of the population do not haveaccess to sanitation, spreading disease through unhygienic living environments.
Our 2007/08 Ethiopia Link with WaterAid came to an end in March. Our target was £5,000 but we raised £6127.80. CIWEM’s West Midlands Branch contributed significantly, raising £1575.53, as did the Scottish Branch which raised £800. Last year’s Annual Dinner raised £2292.14. We would like to thank all individual members who made donations.
13. Journal of Flood Risk Management – Editorial Now Online

United Nations Climate Change Work Programme
CIWEM has been invited by the UN secretariat to become an active participant to the Nairobi Work Programme, which focuses on impacts, vulnerability and adaptation to climate change.

They have asked CIWEM to identify those areas of the work programme which are most relevant to the expertise of the members. STEMNET – Science, Technology, Engineering and Mathematics Network
STEMNET have Ambassadors who agree to promote these subject areas to schools and they are looking for more people from the science (including environment) field and are therefore keen to establish an MOU with CIWEM. In addition, through the ambassadors and other networks they have direct links into schools and they will promote the Stockholm Junior Water Prize to schools and colleges;
CIWEM Presidential Visit to China and Hong Kong
CIWEM President David Rooke will be visiting China and Hong Kong during the later half of April, travelling to Chongqing, Shanghai and Hong Kong. There will be a full programme of meetings with relevant organizations and David Rooke will use the opportunity to help support CIWEM members in Hong Kong. The President will be giving a keynote presentation at the Total Water Management seminar on 25th April organized by CIWEM Hong Kong;
Europe
The European Water Association (EWA) has received support from the European Commission towards its ongoing activities. This means that the EWA can look to develop a proper Brussels base and become a more active participant in the EU strategic steering groups. It also means that the association can look to better support its member organization through workshops and training seminars.
The EWA is part of a European Water Industry grouping preparing an input into the 5th World Water Forum being held in Istanbul next March. The first meeting of the European group took place at the end of February and a number of key themes were outlined: water vision for Europe; climate change and adaption; water for energy; basin management and transboundary cooperation; finance; agriculture; sanitation; water scarcity and droughts; governance; stakeholder participation; water science & technologies; legislation; linking of land use and water management; education; capacity building etc. The aim will be to develop a European view of the existing issues and future developments in these areas for the World Water Forum.

Commonwealth Sponsorships
The Commonwealth Sponsorship Commission will once again be providing funds for UK organisations to host visits from mid career professionals from the developing Commonwealth whose is critical to the development of their home country. Funding will be provided for programmes of typically three months duration in education, engineering, environment, governance, public health and technology. Applications are invited from public, private or voluntary sector organisations in the UK seeking to host such visits. The closing date for applications is 30th April 2008.

20. Calling All Entries into theEnvironmental Photographer of the Year Competition
Don’t forget to enter the Environmental Photographer of the Year 2008. Last year we received over 600 entries from photographers across the worldand this year we want even more.
The competition seeks to celebrate photographers who use their ability to raise awareness of environmental and social issues. It encourages entries that are traditional, contemporary, avant-garde, ironic, creative, experimental, subversive, subtle, strong, resonant, challenging, political, original and beautiful. But most of all, the competition celebrates the power of photography to inspire people around the world to start taking care of our environment.
The competition is open to all professional and amateur, national and international photographers working with digital and traditional photography. This year’s categories are Changing Climates; A World of Difference; Quality of Life; and The Natural World. This will also be the first year of a special Under 21 category which has no thematic boundaries.
This year will also see the start of a roving UK wide exhibition at various venues, including hospitals and the Art Pavilion at the Mile End Ecology Park. Supporting information beside the images will help audiences acquire the knowledge they need to change their behaviour for the good of the environment.

21. Virtual Water InnovatorAwarded 2008 Stockholm Water Prize
Professor John Anthony Allan from King’s College London and the School of Oriental and African Studies has been named the 2008 Stockholm Water Prize Laureate. Professor Allan pioneered the development of key concepts in the understanding and communication of water issues and how they are linked toagriculture, climate change, economics and politics.
People do not only consume water when they drink it or take a shower. In 1993, Professor Allan, 71, strikingly demonstrated this by introducing the “virtual water” concept, which measures how water is embedded in the production and trade of food and consumer products. Behind that morning cup of coffee are 140 litres of water used to grow, produce, package and ship the beans. That is roughly the same amount of water used by an average person daily in England for drinking and household needs. The ubiquitous hamburger needs an estimated 2,400 litres of water. Per capita, Americans consume around 6,800 litres of virtual water every day, over triple that of a Chinese person.
Virtual water has major impacts on global trade policy and research, especially in water-scarce regions, and has redefined discourse in water policy and management. By explaining how and why nations such as the US, Argentina and Brazil ‘export’ billions of litres of water each year, while others like Japan, Egypt and Italy ‘import’ billions, the virtual water concept has opened the door to more productive water use. National, regional and global water and food security, for example, can be enhanced when water intensive commodities are traded from places where they are economically viable to produce to places where they are not. While studying water scarcity in the Middle East, Professor Allan developed the theory of using virtual water import, via food, as an alternative water “source” to reduce pressure on the scarcely available domestic water resources there and in other water-short regions.
22. Stockholm Junior WaterPrize (UK) Competition
CIWEM is launching the Stockholm Junior Water Prize UK national competitionin 2009 and encourages its members to get involved.
The Stockholm Junior Water Prize is an international youth science competition open to pre-university students ages 15- 20 working in groups of up to three. Students will conduct research and carry out experiments on a water-related issue from a local to global scale. The projects will then be submitted to CIWEM in April for national judging, and the winner(s) will be announced at an awards ceremony in May. The winning student or group of students will present their project at World Water Week in Stockholm in August, where the winner of the international competition receives a prize of $5000 USD and the signature water droplet sculpture.
CIWEM is counting on its members’ help in order to make this competition a success in the UK. Sponsorship funds are needed to launch the competition as well as send the winning student(s) on an expense paid trip to Sweden. If sponsorship is not an option, members can help in other ways such as using their expertise in the water industry to assist a team of students with their research or encourage their own young scientists to submit a project. 23. Tony Drake TravellingScholarship
The Worshipful Company of Water Conservators and CIWEM invite applications for the award of a Tony Drake Travelling Scholarship. The Tony Drake Scholarship commemorates the life and work of Tony Drake, a distinguished former member of CIWEM and the first Clerk to the then Company of Water Conservators. It is offered to CIWEM members (in any grade) to mark the close ties between theWorshipful Company and the Institution.
The award is a travelling scholarship, which provides for the study of a subject within the objects of the Institution and normally in a place outside the country of residence of the scholar. The value of the Scholarship on this occasion will be £3000 towards qualifying expenditure. Details of the latter shall be included in the Application
Applicants for consideration of the Award will be required to complete a formal application and must obtain the support of their employer/educational establishment and will be required to nominate two sponsors with close professional/academic affiliations. The scholar will be required to provide quarterly progress reports during the period of his/her studies and a Final Report on the findings of these studies. Disbursements against the Award value will be linked to receipt of these reports and the successful applicant will additionally be required to offer a paper for presentation at an Institution event with a view to potential publication in one of the Institution’s publications if so merited.

Making Space for Water is the cross Government programme taking forward the developing strategy for flood and coastal erosion risk management in England. The conference aims to look at the practicalities and challenges of meeting the government’s requirement of ‘Making Space for Water’ in the context of the extreme flood events experienced by much of the Midlands region in the summer of 2007.
The conference contains a range of speakers from representatives of the local community, government and regulating bodies through to the consultants at the cutting edge of water related research and design. The response of the industry to these significant flood events will be considered, as well as exploration of the current research and future application of tools and techniques to help meet these challenges.
The morning session is to be chaired by David Rooke, head of Flood Risk Management at the Environment Agency, with the afternoon session and discussion being led by Peter Bide from the Planning Directorate of Communities and Local Government.

Energy Efficiency in Water and Wastewater Treatment Conference

The impact of climate change is providing considerable focus on the use of energy in a range of processes used in the environmental sector. In response, government has set some challenging targets for carbon reduction, but at the same time the water sector is trying to meet ever increasing EU quality standards, which continue to impose significant increases on energy budgets.
The Environmental KTN has organised a conference to provide attendees with the latest knowledge on a range of energy efficiency approaches, presented by key experts from academia and industry. The conference aims to create a dialogue between industry and academia, and in addition create business opportunities and collaborations.
