1. Integrated Urban Drainage Conference – 10th May, London
In the urban setting the need to remove rainwater, especially from extreme events and the elimination of foul sewage flooding pose a growing challenge that are driving more integrated and innovative solutions. CIWEM is running a conference examining the important issue of Integrated Urban Drainage, on 10th May 2006 at SOAS, London.
Whilst the provision of adequate sewerage infrastructure will always be necessary, careful whole-catchment planning can minimise the extent to which it is required, and it is increasingly apparent that the design, construction and operation of combined sewerage systems should take into account all sources of water, both foul and surface. For example, it is now recognised that wetlands and greenspace might be utilised for flood alleviation, including short term storage and conveyance of excess flows, and that Sustainable Drainage Systems (SUDS) can reduce the impact of intense rainfall events. This combination of well-rounded engineered solutions and landscape utilisation is termed Integrated Urban Drainage (IUD).
IUD requires careful planning and models and designs are being produced that are capable of providing effective solutions. However, even after technical solutions have been developed, the full benefits of IUD can only be realised with the co-operation of the relevant stakeholders, and this raises a range of organisational and institutional issues. Government departments are now recognising this and a number of studies and policy papers have been commissioned, some of which have already produced results and conclusions.
Issues to be addressed by this conference include:
- understanding the concept of a holistic approach
- the circumstances in which engineered and/or landscape solutions might be used
- integration of solutions that address flooding problems with those that deal with surface water quality,
- the impact of the Water Framework Directive
- the sustainability of different options
- devising solutions by linking sewer and surface water hydrodynamic models
- the impact of climate change
- meeting success criteria including the Ofwat DG5 measure
- the role of planning systems
- how to ensure that the key stakeholders work together to achieve the required outcomes most efficiently.
This conference aims to bring together policy-makers, environmentalists and practitioners to review these and other issues. It will provide an opportunity to discuss how to develop plans and implement effective, long-lasting and sustainable solutions.
Key objectives of the conference are to:
- emphasise the need for IUD for both surface and foul waters
- consider the Defra IUD pilot scoping study and what should be achieved in the subsequent pilots
- review examples of good practice
- understand the institutional barriers that may be preventing co-operation between stakeholders.
- discuss actions to overcome existing barriers and to facilitate the implementation of IUD throughout the UK.

2. CIWEM Award Winners Announced
This year marked the final year of the Ken Roberts Award for Technical Innovation in the Water Industry supported by Wessex Water. Congratulations Ewan Group for their winning entry the FastNett Project. The FastNett project was designed to help water companies reduce the risk of sewer flooding. The project was developed using genetic algorithms to combine a rapid simulation engine and an optimisation tool that will allow the user to quickly find the solution that meets the required level of service at least cost. This enables the relative costs of schemes to be reduced in comparison with manual methods, providing a more cost effective scheme and optimal investment for the client. The World of Difference Award sponsored by Black and Veatch was established is a means of rewarding the leading proponents of the practical application of science and engineering for environmental improvement focusing on innovative design in water and wastewater projects. Congratulations to Aqua Enviro for their entry ‘Glass Media Reed Beds for Tertiary Treatment of Industrial Effluents’. The entry describes the application of recycled glass in a form known as ‘cullet’, as the support media in a reed-bed wastewater treatment system. This eliminates the need for materials to be obtained by extraction from non-renewable sources. Though the use of such material has been accepted for some time this entry demonstrates its application and suggests the use of a much larger size range cullet.
The CIWEM Young Members' Award recognises the outstanding contribution to environmental understanding made by a young member of CIWEM. Winners of CIWEM Branch and Group Young Members' Competitions were eligible for nomination, and these were shortlisted to three finalists who were invited to present their papers to the panel of judges. Congratulations to Joanna Eyquem from the Metropolitan branch for her winning paper ‘Using fluvial geomorphology to inform integrated river basin management’.

3. CIWEM Publishes new Policy Position Statement on Nuclear Power
CIWEM has recently published a new Policy Position Statement on Nuclear Power, in which the Institution calls for an independent analysis of all energy options’ ability to deliver societal requirements for energy in the context of the transition to a low-carbon economy. Based upon views of CIWEM members gathered over the course of the past year, and with input from the Institution’s Air Panel, the Statement calls for urgent answers to the issues concerning the future management of radioactive waste, and emphasises that nuclear cannot be considered a sustainable energy source. Nevertheless, it recognises that the technology could have a part to play in the transition to a low-carbon economy if a range of concerns are addressed, but warns that in doing so it must not divert attention from the need for urgent improvements to energy efficiency and the development of sustainable generation technologies.

4. CIWEM website polls – Should all households be metered for water?

10. Stockholm Water Prize Winner and Junior Water Prize Deadline
Pofessor Asit K. Biswas, a tireless water proponent who constantly challenges the ‘status quo’ and who helped foster a critical re-think among United Nations agencies, national governments, professional associations and others about how to improve delivery of water and sanitation services and management of our water resources, has been named the 2006 Stockholm Water Prize Laureate.
Professor Biswas is an Indian-born Canadian citizen and president of the Mexico City-based Third World Centre for Water Management. In its citation, the Nominating Committee wrote:
“Professor Biswas is awarded the Stockholm Water Prize for his outstanding and multi-faceted contributions to global water resource issues, including research, education and awareness, water management, human and international relations in both developed and developing countries. While many highly-qualified experts in aquatic disciplines distinguish themselves as academics, others as practitioners, others as government advisors, and others as writers and lecturers, Professor Biswas with his wide knowledge is highly recognized in all of these areas and, most importantly, has over a broad front applied his skills internationally, thereby adding new dimensions to the wise use and management of the global water resources.”
The Stockholm Water Prize is a global award founded in 1990 and presented annually to an individual, organization or institution for outstanding water-related activities.

The final deadline for submission of projects is 1 June 2006. 11. CIWEM International Issues
CIWEM’s international activities continue to develop and over the coming months members will be offered specific opportunities to support CIWEM’s overseas development, but as a scene setter members may like to think about:
- Joining the CIWEM International Network in order to help develop the international plans for CIWEM;
- Producing an article for the Water and Environment Magazine (WEM) that reflects the situation in a country outside the UK in which you are working or are based, linked to the upcoming magazine themes;
- Becoming a national champion in a country where there are a significant number of CIWEM members but not yet a branch, this would involve acting as a coordinator for all locally based members;
- Help determine which national and international events that CIWEM should be involved with for example Stockholm World Water Week or World Environment Day, or country specific water & environment shows.

The British Council are part way through a Zero Carbon City (ZCC) initiative which is a rolling road show visiting 100 cities in 60 countries (2005-6). The aim of the campaign is to raise awareness about climate change and the energy challenges facing the world’s cities. There is a wide variety of interactive events, including city debates, a touring photography exhibition, workshops, school projects, and experiments. You can also join the online debate, featuring opinion from scientists, technologists, city planners and policy makers. There are four themes, Energy, Biodiversity, Water and Energy Efficiency and the British Council are keen to draw in additional speakers around these themes. Influencing the Development of EU Directives - CIWEM is a lead member of the European Water Association (EWA), the body representing professional water organisations from 26 countries, and they have been invited to nominate representatives to the EC working groups which comprise expert opinion on the directive proposals being considered. This represents a major opportunity to input in the EC Directives at the stage when they can be influenced, before they are issued as draft documents.
EWA has the opportunity to nominate representatives on a range of EU working groups and CIWEM has been asked to submit names. Members interested should e-mail Paul Horton (paul@ciwem.org) who will then supply the nominee form.
Hungarian Water Delegation to review the management of Arsenic pollution – A delegation from Hungary will be visiting the UK week commencing 22nd May which will include Dr. Béla Fenyvesi, Mrs. Zsuzsanna Horváth Ministry of Environment and Water, Mr. Kalman Papp, The Hungarian Water Centre and two people from Regional Directorate in Hungarian Great Plain region. During the visit they will meet with UK’s Department for Environment, Food & Rural Affairs (Defra), Cranfield University, Environment Agency (Severn Trent region), water sector trade organisations and Severn Trent Services. CIWEM members have been offered the opportunity to meet with the delegation on the 24th or 25th May, any member interested should contact Paul Horton.
50 Years in Membership
Two of our distinguished members Mr Ken Guiver and Mr Neville Heathcoat Gimson OBE, were missed from the recently published list of members who have held membership of CIWEM and the predecessor bodies for 50 years or longer - our apologies to them both.
They will both receive a certificate signed by the President of CIWEM Robin Green and the Executive Director Nick Reeves as well as a specially commissioned lapel pin.

CIWEM WaterAid Project Link 2006-07
CIWEM’s Project Link with WaterAid changed at the end of March. In 2005-06 CIWEM supported a project in the Volta Region of Gambia, for which we beat our fundraising target by nearly £2,000. In 2006-07, our Link will be in Zambia and we aim to raise £5,000 to help the project.

CIWEM is always on the look out for Reviewers to assist with CIWEM’s Professional Interviews and even more so now candidates are applying for Chartered Environmentalist, as they need to have to have at least two members of the Review Panel who hold this qualification. To become a Reviewer you must be an Affiliate, Associate, Member or Fellow with the Institution and have held that grade for 4 to 5 years.

The CIWEM Rivers and Coastal Group Young Members Study Weekend 2006 (for those members aged under 35) is being held in leafy Shropshire over the weekend of 21-23 April. The theme of the weekend is “Sustainable flood defence and asset management”. Presentations will be given by a broad range of speakers including Dr Mervyn Bramley OBE, and representatives of the Environment Agency, Local Authorities, Water Industry, English heritage and the National Flood Forum. There will be site visits to see sustainable flood defence and asset management in practice, as well as a social event on Saturday evening. 15. Environmental Hazards and Risk Communication Conference

The nature and intensity of all types of environmental hazards are increasing globally, presenting a daunting challenge, not only for those involved in the modelling of hazard, but for those stakeholders involved in the estimation, mapping, management and mitigation of the associated societal risks. Despite huge advances in these fields, and a wide range of new tools to characterise the uncertainties embedded in hazard formulations by scientists, risk and uncertainty analysis is still very narrowly defined and understood within the scientific community. To communicate effectively at a societal level, however, the form of the risk communication message must necessarily be simultaneously context-specific, sensitive to those scientific models of the hazard, and sensitive to the needs of the recipient audience.
In a risk-averse society, which is increasingly cluttered with risk messages and with expectations of the message, recipients all demand new and evolving approaches to the communication process. The conference will ask how the experiences of both scientists and risk communication practitioners inform their views on future progress in improving risk communication practice by addressing a range of important questions.

16. Saltmarsh Creation Handbook
This groundbreaking book distils the best available knowledge on creating saltmarsh: a habitat that effectively combines nature conservation and flood defence. The saltmarsh creation handbook: a project manager’s guide to the creation of saltmarsh and intertidal mudflat is a practical guide from RSPB and CIWEM that sets out clearly how to restore and extend this vital part of our coastal landscape.
The 44,000 hectares of saltmarsh around the coasts of England, Scotland and Wales play host to a huge range of wildlife, and play a vital role in mitigating flooding and the damaging effects of storm surges, which are predicted to increase in size and frequency as a result of sea level rise due to climate change. Over the next few years, large areas of saltmarsh are likely to disappear under the sea as sea levels rise and stronger waves pound the coast, eroding the marshes and exposing sea defences to the full force of the sea’s impact.
The guide provides a comprehensive overview from start to finish of a project to create new areas of saltmarsh, including realistic timescales, and includes eight examples of saltmarsh creation projects of different scales. Topics covered range from engineering considerations and finding funding to stakeholder involvement and planning considerations. The authors make the process accessible and straightforward, focusing on detail including site selection, how to establish a mudflat, preparing an environmental impact assessment, equipment choice and engaging service providers.
